P��� 4 ONLY RESIDENTS SHOULD BE ELECTED OR VOTE You have to be a resident to vote or run for offi ce in Arizona. How do you achieve this status? Es- tablishing residency is demonstrated by the absence of ties to the former state of residence for twelve consecu- tive months. Objective evidence of intent is further demonstrated by the following. 1. Date and state issuing driver’s license. 2. Date and state in which Motor Ve- hicle is registered. 3. States(s) in which resident income taxes are fi led. 4. Change of permanent address on all pertinent records. 5. Transfer of major banking services to Arizona. These are the guidelines proving you are a resident of Arizona. To vote or run for offi ce is a crime if you are not a resident. Mayor Foster did the Town a favor by contacting the Goldwater Institute and receiving a letter from them. The Goldwater Letter (GL) refers to ARS §9-232 “a person shall not be a member of a city or town council un- less, … is a qualifi ed elector residing within the city or town at the time of the election, and has resided in the city or town for one year next preceding the election, … ”. The GL further refers to ARS § 9-234 al- lows a city to “judge the elections, qualifi - “THE PEOPLE’S VOICE” Letters to Editor Policy Desert Messenger encourages letters from its readers. The above process would be a judgment as to residence of each candidate. The council should ASAP call a special meeting just to start the process and give public notice of intent to enforce state law. As the election is close the time has arrived to act. “Skip” Gallup Quartzsite CONSIPRACY THEORY EXCEPT... It’s that time of year again; the weather is warming up (yea!), the birds are singing, and all of our town’s little Just Rambling... VOTERS Will we have a feudal system in Quartzsite; where an overlord pulls the strings of puppets that dance to his tune? Or will we have a steady, imaginative, collective body, of right thinking capable, people who care? Go thoughtfully to the polls thinking about consequences. The incumbents do care. I understand these folks (about 8-9 only) are telling anyone who won’t slam the door in their face, that the Town Manager and Police Chief are stealing money from the town and that six of the Council Members are conspiring to aid and abet this. It sounds like a pretty good conspiracy theory except there is no proof. I suppose that’s why they call it a “theory”. For approximately eight months in M���� 2, 2011 ing/doing business. “Yellow” cards handed out with 5 Coalition names said, “Save Quartz- site”. The fl ipside stated: (not verba- tim)…ALL current council members recalled because they do not respect law, put Quartzsite millions of dollars in debt with no repayment plan, and if you love Quartzsite, you must replace all of them. Let’s see. We’ve been under budget for 1972, I was a contract employee of the old Atomic Energy Commission chaired by former Governor Dixie Lee Ray. I was assigned to the Mercury Test Site in Nevada as a type of Security Guard. I had no access to Area 51, either because I didn’t have a high Security Clearance, nor a “need to know”, probably both. During that entire period of involuntary servitude (read BORING!) I reported exactly one anomaly from Area 51 to Net Control: I had observed a bright non-flashing light rising rapidly be- neath that evening’s full moon. I was informed that this mysterious light was the planet Venus, that I should ignore anything around Area 51, and follow- ing a rather lengthy chewing out by my boss, a high speed, low drag Major (lots of giggling and laughing thru my speaker) was told to only notify Net Control if I happened to see any little green men assaulting my position. I was devastated. One of my most cherished conspiracy theories trashed. No Fly- ing Saucers zipping around. No alien autopsies to witness. Sigh…thipft! (Bi-label Fricative). Now, 38 years later, I think I’ve found at least eight Aliens right here in Quartzsite. You can imagine my relief. May the Farce be with you! Joe Winslow Quartzsite Opposition people harassed Town Hall visitors (during Satellite Voting). Complaints came in from people vot- HARASSMENT, BULLYING, AND YOUR VOTE COUNTS! Study in contradiction of terms: two 2 years now WITH current Council in place. Annually, business meetings are held updating repayments. Our Budget allows payment of bills created/owed by FORMER Council members/May- ors/Town Managers (some are on this Coalition today). Not respect law? Excuse me? Council obeys, enforces and governs by the Laws of the State, the County, and our Town Ordinances/Rules and Codes. Unfor- tunately, the belly-aching bullies will not abide to what is here. They want to UN-incorporate, be lawless, ruin property values, raise taxes. Quartzsite is healthy, safe, lovely place to visit, vend, and live. It is this Council, Town Manager, and Chief who has helped us with this. Finally, “…if you love Quartzsite”? Is there one in the opposition/Coalition (trying to run for Council) ever on any pro-Quartzsite organization or come to Town events? The Rotary? The AZ Centennial? Proud Neighbors? Library? Any Town/School Boards? Etc.? Look at our Council. We have mixed gender/ ages (40s - up), backgrounds (Consis- tent town supporters/doers, business owners, fi reman, retirees and full/part- time workers), a good cross-section of our town who understand municipal and fi scal responsibility. Jennifer Jones (Jennifer Harris, aka ‘Jade’) has a so-called paper only pro- moting events OUTSIDE of Quartzsite, never here. Do you see the contradic- tions yet? Please vote for our current Council, it does take time, they are on the right track for… all of us, even them.
