November 21, 2012 TOWN HALL FROM PAGE 1 Johnson dismissed Chief Gilbert on Sept. 11th, placing his termination let- ter online before Gilbert, Acting Town Manager Teri Frausto or any Town Council members were notifi ed. Coun- cil hired Bruno the very next day. One of her fi rst acts was to place Johnson on administrative leave and conduct an internal administrative inquiry, which indicated Johnson had "acted in a manner unbecoming of an employee, and likely did not act in the best interests of the town." Bruno also announced Johnson had no authority to dismiss Gilbert, who has since re- turned to active duty. Town Attorney Brannan was dis- missed for multiple reasons, including violating ethical rules by giving advice to the council regarding personnel matters and then instigating legal ac- tions against council members who failed to follow his advice. Welcome Back winter dancers The "RAIL SPLITTERS" Band" 30th letter, that Brannan made mate- rial misrepresentation to the council on March 27, 2012 when he said there was no authorization to use town funds in that investigation. She said he hired a private investigations fi rm and paid over $70,000 for this investiga- tion, which were never authorized by the council. Brannan was hired in 2011 as Town Prosecutor, and then as Town Attor- ney/Parliamentarian. Brannan has fi led a complaint with Arizona State Personnel Board, describing Town Hall as a hostile work environment. His case will be heard November 28th in Phoenix. 1.
