A leak may be present if you: SMELL: An odor similar to rotten eggs, even if it's faint or momentary. HEAR: A hissing or roaring coming from the ground or above-ground piping. SEE: Dirt or water blowing into the air, unexplained dead or dying grass or vegetation, or standing water continuously bubbling. Special Election Results Quartzsite voters extended a 25- year partnership with APS in a Special Vote-by-Mail Election on March 10, 2016. Out of 1373 reg- istered voters, only 398 total votes were cast for a 28.99% of voter turnout. YES votes received were 348 (87.44%) and there were 50 NO votes (12.56%.) The franchise is a contract required by the Arizona Constitu- tion that sets rules and procedures for APS to use Quartzsite's public right-of-way for electricity facili- ties. A franchise may be granted for up to 25 years and provides these important benefi ts for Quartzsite and APS: • Allows APS to build, maintain and operate the electricity system safely and effi ciently for our cus- tomers • Ensures APS complies with town regulations for use of the streets while safely and effi ciently serving our customers • Enables the town of Quartzsite and APS to plan together for the future. In exchange, APS pays a franchise fee of up to 2 percent to the town of Quartzsite. The town can elect to set the fee from zero to 2 percent. Today, franchise revenue sup- ports vital town services that make Quartzsite a great place to live, such as public safety, parks and street improvements.
