August 14, 2013 Desert Messenger has new website Quartzsite business joins AZ's new Cottage Food Industry By Shanana Rain Golden-Bear Quartzsite, ArizonaIn 2011, the Arizona State Legislature changed the law, A.R.S. 36-136 (H)(4)(g)PDF and A.R.S. 36-136 (H)(13)PDF, to allow residents to produce non-potentially hazardous baked and Confectionery products in their homes and to offer them for commercial sale within the state. Arizona residents are required to register for the Home Baked and Confectionery Goods Program to be authorized to produce products for commercial purposes. Out of over 1700 people registered for the program, Jenny Mills, of Al's RV Park, is the first and only Quartzsite registered participant. Mills told Desert Messenger that her new business, East Side Breadery, hopes to start around the first week of October. Her main focus will be Sweet Breads such as Lemon Poppy, Pumpkin, Bohemian Braided Bread, etc. Mills will also provide free delivery service in Quartzsite. The new law allows folks to bake food (not considered "potentially hazardous" as defined by our rules) in a home kitchen and be able to sell it commercially. For example, the more than 900 or so group homes for folks that have developmental or intellectual disabilities would be able to start up a home cottage industry like a small oatmeal cookie business and sell their food to local grocers and families can prepare their favorite baked recipe at home for sale. Previously, the law would have required people to invest in expensive commercial equipment or rent space in a commercial kitchen. No more." Folks can also go to the website to register (as required by the new law). Our team of nutritionists have also posted some healthy "non potentially hazardous" recipes to give folks a head start. The food has to be a low-risk for food-borne diseases, but there's lots of options. Bakers who want to sell their products from their home register for their certificate on the website. The state made a 6 minute video to walk folks through the basics of the new program including showing home-based bakers at work.
