Foster was later recalled, and voted out of office. Running on a platform complaining of corrupt government, voters chose him over former Council member Jerry Lukkasson in August, 2012. Foster was finally seated in October, 2012 after a heated court battle with the council who argued they didn't have to seat the legally voted in mayor as he owed the Town fees. On February 6, 2013 Council held a Special Meeting to discuss Foster's actions regarding using Town Letterhead without approval. Foster had sent a letter regarding his concerns of an investigation into Police Chief Jeff Gilbert, to ADOT's Director Halliday, Chairman Senate Judiciary Committee, Chairman House Judicial Comm., AZPOST, and the FBI. Council demanded Foster supply Town Hall copies of all communications sent on Town Letterhead and directed staff to send letters to the agencies that the opinion expressed is not that of the whole council. Tuesday, July 23, 2013 Foster was censored for the third time for similar offenses. Foster recused himself and stepped down from the dias refusing to discuss the matter before council. He returned to the dias and conducted the remainder of the meeting. Urgent food pantry needs Quartzsite Food Bank is in urgent need.
