However, the steamboat days were coming to an end be- cause by 1877 the South- ern Pacific Railroad had reached Yuma and then in 1883 the Atlantic & Pacific Railroad (later known as the Atchison, Topeka & Santa Fe) crossed the Colorado River near Topock. If the Colorado had been a slow-flowing, gentle, and dependable river it could have provided aux- iliary transportation but it was a wild meandering river that just wouldn't be tamed. That is, un- til 1902, when Congress passed the Newlands Act, which brought about the Bureau of Reclamation. Beginning with the completion of the Laguna Dam north of Yuma in 1909, water was diverted into canals for water-hungry cities in California and Arizona. Later a series of dams from the Glenn Canyon in the north to the Hoover, Davis, Parker, Headgate, Palo Verde, Imperial, and Morelos Dams to the south stored water for flood con- trol, irrigation, and then later for hy- dro-electric projects. Today, barely a trickle of water flows out into the Gulf of California. Colorado River water has long been in dispute among the seven states that line her basin. In 1922, those states met and agreed to the Santa Fe Com- pact. The Compact stated that fifteen million-acre feet of annual flow would be evenly divided between the Upper Basin states of Utah, Colorado, Wyo- ming, New Mexico and the Lower Ba- sin states of Arizona, California, and The best little RV Park in Quartzsite!
