According to a press release issued by Quartzsite Police Chief Jeff Gilbert, Foster didn't show up to court to face charges of nonfeasance in public of- fice. Foster was booked into the La Paz County Jail by the Parker Police De- partment on a $1,500.00 secured ap- pearance bond. Foster, who was ousted from the of- fice of Mayor of Quartzsite following a recall election on August 30, 2011, was evidently sent a summons by the court, but it was returned unclaimed by the Post Office. According to Quartzsite Police, Foster had personally obtained copies of the file, including the summons, from the magistrate court prior to the hearing at which he failed to appear. Foster alleg- edly admitted to the Court staff that he did have a copy of the summons. Foster alleges that he complained to the State Bar of Arizona that Town At- torney Martin Brannan had acted in vi- olation of the Arizona Rules of Profes- sional Conduct by bringing the charge of nonfeasance in public office against him. In spite of this apparent knowl- edge, Foster allegedly denied that he had notice of the summons to a clerk of the Quartzsite Magistrate Court. Addi- tional charges of violating a court order and failing to appear as required are under consideration. It must be Oc- tober, as the calendar sure is filling up. So many wonderful volunteers support this community, bringing their wis- dom, experience and energy. As our friends return we are blessed to have your presence in our little rural town. Vendor tents are popping up every- where. I hear almost daily, "Welcome back" at the diners, as waitresses wel- come their favorite customers! Every- where you go in town folks are smil- ing, hugging old friends, and asking how their summer went, just like when we returned from summer vacation as youngsters. Stories are shared of won- derful trips to see relatives, or vending in shows around the country. You can feel the excitement in the air, as the temperatures drop (a littel) and the smell of campfires burning greet us on our evening walks. And then there are sad stories of those who did not make by Shanana "Rain" Golden-Bear it through the summer; those who have crossed over to the "big campground in the sky". As elders leave us, new visitors are being drawn to the most unique area of the world. There is just no way to explain the experience of living or snow birding in Quartzsite! As they say, ya just gotta be here! To those on the outside looking in we can say, "Oh, it's a Quartzsite thing; you wouldn't understand". A friend gave me a t-shirt stating, "I love this crazy town!" So come to Quartzsite, bring your friends and pets and enjoy the wonder of the Sonoran Desert in the Winter!
