By Peter Leonard The Associated Press KRAMATORSK, UKRAine » In the first Ukrainian military action against a pro-Russian uprising in the east, govern - ment forces said they re- pelled an attack Tuesday by about 30 gunmen at a small airport. The clash came hours af - ter Ukraine's acting presi- dent, Oleksandr Turchynov, had announced an "anti-ter- rorist operation" against the armed, pro-Russian insur- gents who had seized control of numerous buildings in at least nine cities in Ukraine's restive east. The central government has so far been unable to rein in the insurgents, who it says are being stirred up by paid operatives from Rus - sia. The insurgents are de- manding broader autonomy and closer ties with Russia, and, complicating the politi- cal landscape, many local se- curity forces have switched to their side. The clashes Tuesday came at Kramatorsk airport, just south of the city of Slovyansk, which is 100 miles from the Russian border. The city has come under the increasing control of the gunmen who seized it last weekend. The precise sequence of events in Kramatorsk was mired in confusion amid con - tradictory official claims. Ukraine's security ser- vices anti-terrorist unit chief, Gen. Vasyl Krutov, speaking outside Kramatorsk airport, said his men managed to thwart an attack by fighters in green military uniforms without insignia who tried to storm the facility in the late afternoon. An Associated Press re - porter and camera crew at the airport heard rounds of gunfire at the time. After the armed stand - off, hundreds of local peo- ple surrounded the airport in response to rumors that government troops were planning to launch a mili - tary operation on the city of Kramatorsk itself. Some in the crowd attempted to enter the military facility, prompt - ing Ukrainian troops to fire bursts of warning shots. There were conflicting reports of casualties. Yury Zhadobin, coordinator of a pro-Russian defense force, said two people were slightly injured and were taken to a hospital. Russian media, with - out sourcing, claimed any- where from four to 11 casual- ties at the airport. Ukraine's government said there were no casualties and added that Ukrainian forces took an un - specified number of militia- men prisoner. In an attempt to defuse the standoff, Gen. Krutov came out to speak to the crowd of people picketing the airport but was attacked by them. While he spoke of repelling an attack, the new govern - ment in Kiev declared that its forces had recaptured the air- port from militiamen. "I just got a call from the Donetsk region: Ukrainian special forces have liber - ated the airport in the city of Kramatorsk from terrorists," Turchynov told parliament. "I'm convinced that there will not be any terrorists left soon in Donetsk and other regions and they will find themselves in the dock — this is where they belong." By Judy Lin The Associated Press SACRAMenTO » It's not just tax day. Tuesday also is the two-week extension deadline to sign up for health cover - age through California's in- surance exchange. Consumers who were un- able to create an account or fill out an application be- cause of technical problems on the Covered California website have until midnight Tuesday to secure a health insurance policy and avoid a tax penalty. The agency offered the extension af - ter its systems were over- whelmed by the number of people trying to sign up be- fore last month's enrollment deadline under President Barack Obama's Affordable Care Act. The exchange was ex - periencing "periodic slow- downs" on the website but no outages were reported as of Tuesday around noon, ac- cording to Covered Califor- nia spokeswoman Anne Gon- zales. She said the average hold time at service centers was 32 minutes. Covered California plans to release updated figures Thursday. More than 1.2 mil- lion people had enrolled be- fore last month's deadline. Exchange officials have been encouraging people to contact service representa - tives, enrollment counsel- ors and certified insurance agents to help them com- plete their application and select a health plan. Enroll- ees will then have to pay pre- miums to their insurance companies to be covered starting May 1. "We recognize that people may not have been able to get through, either by phone or on their computer, to enroll by the March 31 deadline, so we are allowing them to get the help of an assister to cross the finish line," Cov - ered California Executive Director Peter Lee said in a statement last week. Meanwhile, enrollment continues for Medicaid, the safety net program known as Medi-Cal in California, as well as for people with life- changing events. State offi - cials have said about 1.9 mil- lion people were added be- fore the March 31 deadline through the website and other low-income health pro- grams. "Hundreds of thousands of high school and college seniors will graduate in California — and they may need a place to get covered in their new situation," said An - thony Wright, executive di- rector of Health Access Cal- ifornia, said in a statement Tuesday. "Thousands will get married this summer. Many people move, change jobs, or change incomes over the course of the year and Covered California needs to be there to connect them with a health plan as well." Under the federal health overhaul, most people will be required to have insurance or face a tax penalty, which starts as little as $95 per year but builds with time. The law is mainly geared to the uninsured and to people who buy coverage directly from insurance companies. Most Americans in employer plans are not expected to see major changes. Covered California serves as the state's insurance mar - ketplace for buying subsi- dized and unsubsidized pri- vate health plans. It's also the place for low-income peo- ple to be steered to Medi- Cal.
