8 DECEMBER 2-8, 2015 WWW.UPANDCOMINGWEEKLY.COM Rowan Street Bridge Project Delayed Construction of two spans to replace Fayetteville's obsolete Rowan Street bridge has been delayed at least nine months. Up & Coming Weekly has learned that the $20 million project was to have been let this month. But utility issues have delayed that until May 2016, according to N.C. Depart- ment of Transportation Division Engineer Greg Burns. Construction won't get underway until September, says NCDOT Resident Engineer Jason Salisbury. The project includes relocation of Bragg Boule- vard and Murchison Road, tying them together at Rowan Street creating a single intersection. City officials say that will create an exciting new gate- way to downtown. Burns says the project will include two sets of bridges: one over the CSX railroad and another over the Norfolk-Southern Railroad and Hillsboro Street. Two three-lane spans will have sidewalks on both sides and raised medians. Delays result from railroad permits allowing utility companies to cross their rights-of-way, according to Division Construction Engineer Randy Wise. PWC above-ground utility poles, including a main distribu- tion line, must be relocated. Embarq and Time Warner Cable lease space on PWC's poles. Also, there are underground utilities and fiber cables that must be moved. 440th Airwing Safe for Now With President Obama's decision last week to sign the National Defense Authorization Bill, Pope Field's 440th Airlift Wing's future has been as- sured for at least another year. The final FY16 defense budget adopted by the Congress prohibits the Air Force from using any funds to transfer any C-130H aircraft or close any C-130H bases like Pope Army Airfield without consulting specifically with Fort Bragg's XVIII Corps, 82nd Airborne Divi- sion and the U.S. Army Special Operations Command. Section 136 of the NDAA directs the Air Force to maintain dedicated C-130 wings in support of the Army's daily training needs at Fort Bragg. Any recommendation to tamper with the 440th must be referred to the House and Senate Armed Services Committees for consideration. At a news conference, he noted that authorities in seven counties have implicated Woodrow Sidney Taylor, 32, and Carla Faith Armstrong, 38, of Fayetteville, in more than 100 automobile break-ins.
