16 MARCH 2-8, 2016 ELECTION GUIDE 2016 While election day is officially March 15, early voting starts on March 3. According to the Cumberland County Board of Elections here are the early voting locations and times for Cumberland County along with some other useful information. All voting places in Cumberland County are open from 6:30 a.m. until 7:30 p.m. on election day. At the Voting Place On entering the voting place, give your name, address and party (primary only) to the election officials. If you are properly registered, you will be given a ballot to take to the voting booth. If precinct officials are unable to locate your registration record, you may be asked to vote a provisional ballot. Voter must return provisional ballot in the sealed envelope to precinct official. Effective this year, North Carolina requires voters to show a photo identification (photo ID) when they present to vote in person. This change is a result of the Voter Information Verification Act or "VIVA." (S.L. 2013-381). Until 2016, most voters were not required to show any form of identification when they voted. Acceptable forms of identification include a North Carolina driver's license; a North Carolina state identification card; a U.S. passport or passport card; a military ID card; a veteran's ID card; and certain tribal enrollment cards. The One-Stop Voting peri- od extends from 19 to 3 days before Election Day. However, voter registration is not conducted during the One-Stop Voting period for a Second Primary. The process is sometimes referred to as "Same-Day Registration," but it is impor- tant to recognize that it not permitted on election day itself. To use this process, a citizen must (1) go to a One-Stop Voting Site in the county of residence during the One Stop Absentee Voting period, (2) fill out a voter registration application, and (3) provide proof of residency by showing the elections official an appropriate form of identification with the citizen's current name and current address. The new registrant may vote ONLY at a One-Stop Absentee Voting Site in the county of registration during One-Stop Absentee Voting period and not on Election Day. Acceptable forms of identification include: A North Carolina driver's license with current address A utility bill with name and current address A telephone or mobile phone bill An electric or gas bill A cable television bill A water or sewage bill A document with name and current address from a local, state or U.S. govern- ment agency, such as: A passport A government-issued photo ID U.S. military ID A license to hunt, fish, own a gun, etc. A property or other tax bill Automotive or vehicle registration Certified documentation of naturalization A public housing or Social Service Agency document A check, invoice or letter from a government agency A birth certificate A student photo ID along with a document from the school showing the student's name and current address. A paycheck or paycheck stub from an employer or a W-2 statement A bank statement or bank-issued credit card statement If you cannot supply an acceptable form of identification for Proof-of-Residence, your registration application cannot be fully processed until the required informa- tion is provided. Registered voters may also update their address and change vital information in an existing registration record at the One Stop Site, but they are not allowed to change their party affiliation during the One Stop Voting period that precedes a partisan primary. Voting Machines Cumberland County uses two types of voting machines. The M100 optical scan (paper ballot) tabulator and the iVotronic direct record equipment (touch screen) voting system. Each precinct has one of each type of the voting machines. In the precincts, the M100 is the main method for the voter to vote. Although the main method of voting in the precinct is the M100, if a voter wishes to vote on the iVot- ronic, the voter just needs to make that request to a poll worker in his/her precinct. The iVotronic is a "Direct Record Equipment" touch screen voting system. In ad- dition to a visual ballot, it also has an audio ballot feature to assist those voters that are visually impaired. Although this tabulator is a touch screen it does have a paper audit trail (RTAL) which records all selections made by the voter. The RTAL is located next to the iVotronic screen and is secured in a locked and sealed self-contained unit. Although the audit trail is visible to the voter as the voter makes his/her selections, once the ballot has been cast selections are no longer visible to the next voter. The real time audit log allows for the reconstruction of the election, from beginning to end if it should ever become necessary, and tracks all actions taken at the terminal, including votes cast and poll worker activities.
