ByTomKrisher The Associated Press DETROIT Owners of 482,000 diesel Volkswagens and Audis in the U.S. are eligible for $1,000 in gift cards and vouchers as the automaker strives to pla- cate customers dismayed by an emissions-rigging scandal. VW announced the of- fer Monday. The car own- ers have been in limbo since mid-September, when VW admitted the cars are equipped with software that turns on pollution con- trols during government tests and turns them off while on the road. VW has yet to unveil a fix for the cars. The U.S. Environmental Protection Agency says the cars, with 2-liter four-cylinder die- sel engines, emit 10 to 40 times the allowable amount of harmful nitrogen oxide while being driven. "The problem that most of us suffer from is we're in never-never land so this at least gives us some com- pensation until they figure it out," said Bob Rand, a re- tired judge in Pasadena, California, who says he and his wife have owned at least a dozen new Volkswagens over the years. The $500 Visa gift card can be used anywhere, while the $500 voucher can be used at a VW dealership for things such as an oil change or new set of tires, or even a down payment on a new car. The offer also in- cludes free roadside assis- tance for the diesel vehicles for three years. "We are working tire- lessly to develop an ap- proved remedy for af- fected vehicles," said Mi- chael Horn, VW's U.S. CEO, said in a statement. "In the meantime we are providing this goodwill package as a first step towards regaining our customers' trust." Steve Kalafer, chairman of the Flemington Car and Truck Country dealerships in Flemington, New Jersey, said Volkswagen's offer is a welcome first step after a long silence between the au- tomaker, its customers and its U.S. retailers. Kalafer said he hasn't heard yet from any cus- tomers about Volkswagen's offer, but he expects they'll want more from the com- pany to address the many issues raised by the emis- sions scandal. "They will appreciate the communication, but I imag- ine that until a real resolu- tion is found that apprecia- tion will be muted," he said. Whatever fix VW designs could wind up hurting per- formance or perhaps fuel mileage, the two main rea- sons why people buy diesels. More than 200 class-action lawsuits have been filed in the U.S. against VW alleg- ing that the scandal caused the diesel cars to drop in value. Average auction prices of VW diesel models have dropped nearly $2,100, or 16 percent, since the an- nouncement, while VW gas- oline models have fallen 4 percent, Kelley Blue Book said Monday. To get the gift cards and vouchers in the U.S., own- ers will not be required to sign anything giving up their right to sue Volkswa- gen or force them into arbi- tration, spokeswoman Jean- nine Ginivan said. "There are no strings attached," she said. Volkswagen already is offering $2,000 to current VW owners to trade in their cars for new vehicles, and the gift cards and vouchers would add $1,000 to that. The pres- ident of the University of Missouri system resigned Monday with the football team and others on cam- pus in open revolt over what they saw as his indif- ference to racial tensions at the school. President Tim Wolfe, a former business executive with no previous experi- ence in academic leader- ship, took "full responsi- bility for the frustration" students expressed and said their complaints were "clear" and "real." For months, black stu- dent groups had com- plained that Wolfe was un- responsive to racial slurs and other slights on the overwhelmingly white flag- ship campus of the state's four-college system. The complaints came to a head two days ago, when at least 30 black football players announced that they would not play until the president was gone. One student went on a weeklong hun- ger strike. Wolfe's announcement came at the start of what had been expected to be a lengthy closed-door meet- ing of the school's govern- ing board. "This is not the way change comes about," he said, alluding to recent protests, in a halting state- ment that was simultane- ously apologetic, clumsy and defiant. "We stopped listening to each other." He urged students, fac- ulty and staff to use the res- ignation "to heal and start talking again to make the changes necessary." A poor audio feed for the one board member who was attending the meet- ing via conference call left Wolfe standing awkwardly at the podium for nearly three minutes after read- ing only one sentence. In response to the race complaints, Wolfe had taken little action and made few public state- ments. As students leveled more grievances this fall, he was increasingly seen as aloof, out of touch and in- sensitive to their concerns. He soon became the pro- testers' main target. In a statement issued Sunday, Wolfe acknowl- edged that "change is needed" and said the uni- versity was working to draw up a plan by April to promote diversity and tol- erance. But by the end of that day, a campus sit-in had grown in size, gradu- ate student groups planned walkouts and politicians began to weigh in. After the resignation announcement, students and teachers in Columbia hugged and chanted. Sophomore Katelyn Brown said she wasn't nec- essarily aware of chronic racism at the school, but she applauded the efforts of black students groups. "I personally don't see it a lot, but I'm a middle- class white girl," she said. "I stand with the people ex- periencing this." She cred- ited social media with pro- pelling the protests, saying it "gives people a platform to unite." Head football coach Gary Pinkel expressed soli- darity with players on Twit- ter, posting a picture of the team and coaches locking arms. The tweet said: "The Mizzou Family stands as one. We are united. We are behind our players." The protests began af- ter the student govern- ment president, who is black, said in September that people in a passing pickup truck shouted racial slurs at him. In early Oc- tober, members of a black student organization said slurs were hurled at them by an apparently drunken white student. Frustrations flared again during a homecoming pa- rade, when black protesters blocked Wolfe's car, and he did not get out and talk to them. They were removed by police.
