City Council/City Manager take divergent stance on issues Fayet teville Cit y Manager Ted Voorhees found himself in opposition with cit y council members last week as t wo councilmen took him to t ask on his decisions. Voorhees had planned a series of small-group budget meetings nex t month before he presents the budget to the council as a whole. Cit y Councilman Ted Mohn objected to the proposal to hold the informal informational meeting May 6-8. Mohn called the meetings a "waste of time." In an email to the Fayetteville Observer, Voorhees respond- ed to Mohn's objection in writing. "The small group meet- ings were intended to allow for a more informal orientation to the budget document and a more 'customized' discussion of individual council member interests." Councilman Jim Arp was quoted in the Fayetteville Obser ver as saying , "We owe it to our citizens not to manufacture a crisis, and I think that's what we've done. I don't underst and what the heck we are doing." PWC Finds Favor with Legislature On Thursday, April 16, the N.C. House Local Government Commit tee unanimously passed the pro- posed legislation on the rewrite of the PWC Char ter. With this hurdle passed, the bill moves to the House Finance Commit tee. The bill, which was sponsored by all four Cumberland Count y represent atives, leans heavily in favor of the utilit y. According to a legislative summar y, the bill will: • Increase the PWC board to five members from the current four. • End a requirement that says the PWC's budget is subject to the approval of the Cit y Council. • Clarif y that the PWC is free from the jurisdiction and control of the cit y 's st aff and the Cit y Council. • Enact new finance provisions regarding cash reser ves, payments to the cit y, and other mat ters. With the suppor t of the legislative delegation, Mayor Nat Rober tson and other cit y councilmen, as well as the PWC Board, the bill looks to have smooth sailing as it moves through the legislative process.
