The pilot project is made possible by the State of California's Section 1115 Medic- aid "Bridge to Reform" Waiver, as set forth under specified fed- eral Waiver terms and condi- tions and California Welfare and Institutions Code Section 15909 et seq. The federal Waiver is au- thorized through December 31, 2013. "Proposed changes in program eligibility administration and health benefit administration associated with the LIHP pilot project and proposed regula- tions pertaining to the LIHP pilot project and proposed modifica- tions of existing CMSP regula- tions. At the day, hour, and place of the hearing, any and all persons having any comments on or ob- jections to the proposed pro- gram changes or regulations may appear before the Govern- ing Board and be heard. These public hearings will be held at the following dates, times and locations: Thursday, September 22, 2011 11:30 a.m. Sacramento County 1451 River Park Drive, Suite 213 Sacramento, CA 95815 Thursday, October 27, 2011 11:30 a.m. Sacramento County 1451 River Park Drive, Suite 213 Sacramento, CA 95815 The Governing Board provides health care benefit coverage through CMSP to low-income in- digent adults in thirty-four Cali- fornia counties. These counties include Alpine, Amador, Butte, Calaveras, Colusa, Del Norte, El Dorado, Glenn, Humboldt, Impe- rial, Inyo, Kings, Lake, Lassen, Madera, Marin, Mariposa, Mendocino, Modoc, Mono, Napa, Nevada, Plumas, San Benito, Shasta, Sierra, Siskiyou, Solano, Sonoma, Sutter, Tehama, Trinity, Tuolumne, and Yuba. The Gov- erning Board provides policy di- rection for the program. As a part of this responsibility, the Governing Board sets beneficia- ry eligibility requirements, de- termines the scope of covered health care benefits, and sets the payment rates paid to health care providers participat- ing in CMSP and Governing Board pilot projects, including but not limited to the proposed LIHP pilot project. Proposed Low Income Health Program (LIHP) Pilot Project Under the Governing Board's proposed LIHP pilot project, which shall be known as "Path2Health," the Governing Board is proposing certain changes that will result in the expansion of program eligibility and certain behavioral health benefits for a two-year period only, beginning January 1, 2012 and ending December 31, 2013. Funding for the expansion will be provided by funds from coun- ties participating in CMSP and federal Medicaid matching funds. Federal Medicaid matching funds for the LIHP pilot project will not be available after De- cember 31, 2013. As a result, the Governing Board is proposing to terminate the LIHP pilot project on December 31, 2013 and allow those individuals formerly cov- ered by the pilot project to apply for Medi-Cal under federal health reform, which is sched- uled to take effect January 1, 2014. In the absence of federal health reform taking effect on January 1, 2014, the Governing Board is proposing to allow those individuals to apply for CMSP in accordance with CMSP eligibility requirements and ben- efit coverage in effect at that time. With proposed elimination of the LIHP pilot project on De- cember 31, 2013, the Governing Board is providing notice of its future intention to eliminate or reduce eligibility and certain health care services provided by the Governing Board under both the LIHP pilot project and CMSP at that time. As a part of establishing the LIHP pilot project, the Governing Board is also proposing to make various changes in program eli- gibility administration and health benefit administration and is proposing new regula- tions pertaining to the LIHP pilot project and modifications of ex- isting CMSP regulations. At the public hearings, the Gov- erning Board will consider the proposed LIHP pilot project, con- sider adoption of proposed reg- ulations associated with the pi- lot project and changes to CMSP regulations, and consider all evi- dence and testimony for or against the approval and adop- tion of the proposed LIHP pilot project and related program changes and regulations. The proposed LIHP pilot project and associated program and regulation changes will not eliminate or reduce the level of services or restrict eligibility for services under CMSP. There- fore, these changes are not ex- pected to result in any specific savings to the program. The Governing Board estimates that these proposed changes will af- fect up to 90,000 persons annu- ally. These proposed changes will take effect on or after Janu- ary 1, 2012.
