James Francis Barnes, 55, was booked into Tehama County Jail on the charges of possession of a controlled substance and controlled substance paraphernalia. Bail was $18,000 Armando Elizalde Vasquez, 38, was booked into jail on the charges of possession of a dirk or dagger, two counts of failure to appear: written promise and driving without a license.
