ByElliotSpagat The Associated Press SAN DIEGO U.S. Home- land Security Secretary John Kelly will wrap up a two-day tour of the nation's border with Mexico on Fri- day as plans take shape to build a wall along the 2,000- mile divide between the two countries. Kelly has told lawmak- ers that he would like to see wall construction well un- derway within two years, but he held open the possi- bility that it wouldn't extend to areas where there are nat- ural physical barriers. Fences already cover about 700 miles of the bor- der. Kelly was scheduled to tour one of the most forti- fied stretches of the border separating San Diego and Tijuana, Mexico. The two cities in the border's largest metropolitan area are sep- arated by a double fence, much of it topped with ra- zor wire. San Diego is often cited as an example of how walls can slow illegal crossings, but critics say the structures only forced people to more dangerous areas where many have died in extreme heat. The San Diego-Tijuana area of about 5 million peo- ple has the nation's busiest border crossing, where tens of thousands of motorists and pedestrians enter the U.S. every day. It's also one of the busiest crossings for cargo. OnThursday,Kellytoured southern Arizona — the bus- iest corridor for illegal cross- ings from 1998 to 2013. Southern Texas is now the most preferred route as large numbers of Cen- tral American families and children make their way to the U.S. SAN DIEGO Homeland Security head tours border as wall plan takes shape Washington 62/49 New York 43/37 Miami 80/66 Atlanta 73/60 Detroit 45/33 Houston 84/66 Chicago 45/33 Minneapolis 40/29 Kansas City 60/35 El Paso 84/52 Denver 56/22 Billings 38/16 Los Angeles 65/50 San Francisco 60/46 Seattle 48/34 AIRQUALITYFORECAST Whatitmeans:0-50:Good; 51-100:Moderate; 101-150:Unhealthyforsensitivepeople; 151+:Unhealthyforall.
