Saturday, March 27, 2010 – Daily News – 5B WORLD BRIEFING Secular challenger claims victory in Iraq BAGHDAD (AP) — A jubi- lant Ayad Allawi claimed victory for his secular, anti-Iranian coali- tion as final parliamentary returns Friday showed him edging out the bloc of Prime Minister Nouri al-Maliki, who angrily vowed to fight the results. The results, if they stand, will give Allawi the first opportunity to form a parliamentary majority and Iraq’s next government. But they do not automatically mean that he will become prime minis- ter, and the narrow margin sets the stage for months of political wrangling. ‘‘On this occasion, I’d like to congratulate the Iraqi people and extend the hand of friendship to all neighboring and world coun- tries,’’ said Allawi, a secular Shi- ite politician and former prime minister who appealed across sectarian lines to minority Sunnis who have been out of power since the downfall of Saddam Hussein. In comments to cheering sup- porters at his Baghdad headquar- ters, he spoke of his desire to help build a stable region that would help ‘‘achieve prosperity for (Iraq’s) people.’’ Baghdad’s Sunni neighbor- hoods, the site of vicious sectari- an fighting just a few years ago, erupted in cheering, honking of horns and celebratory gunfire in support of the man whom they have endorsed as their own. US, Russia agree to cut nuclear arsenals WASHINGTON (AP) — The U.S. and Russia sealed the first major nuclear weapons treaty in nearly two decades Friday, agree- ing to slash the former Cold War rivals’ warhead arsenals by nearly one-third and talking hopefully of eventually ridding a fearful world of nuclear arms altogether. President Barack Obama said the pact was part of an effort to ‘‘reset’’ relations with Russia that have been badly frayed. And at home the agreement gave him the biggest foreign policy achieve- ment of his presidency, just days after he signed the landmark health care overhaul that has been his domestic priority. Obama and Russian President Dmitry Medvedev will sign the agreement April 8 in Prague, where Obama gave a major speech on doing away with nuclear arms one year ago. The city is the capital of the Czech Republic, a former Soviet satellite and now a NATO member. If ratified by the Senate and by Russia’s legislature, the reduc- tions still would leave both coun- tries, by far the world’s largest nuclear powers, with immense arsenals — and the ability to eas- ily annihilate each other. Togeth- er, the United States and Russia possess about 95 percent of the world’s nuclear weapons, accord- ing to the Center for Arms Con- trol and Non-Proliferation. Still, Obama called the pact a step toward ‘‘the peace and secu- rity of a world without nuclear weapons.’’ He said nuclear weapons ‘‘represent both the darkest days of the Cold War, and the most troubling threats of our time.’’ SKorean naval ship sinks near NKorea SEOUL, South Korea (AP) — Word that a South Korean naval ship sank in the tense waters around the disputed maritime border with communist North Korea set off panic: The president convened an emergency meeting and the military dispatched a fleet of ships. Five hours later, 58 sailors had been pulled to safety but some 40 others were missing, reports said. There was no indication early Saturday that North Korea was to blame for the ship’s demise, but troops kept a vigilant watch. Seoul’s panic attack — hours after North Korea’s military threatened ‘‘unpredictable strikes’’ against the U.S. and South Korea — highlighted the fragility of peace on the divided Korean peninsula. The two Koreas remain locked in a state of war because their three-year conflict ended in a truce, not a peace treaty, in 1953. Since then, the two Koreas have fought three bloody skir- mishes in the Yellow Sea waters. And in January, North Korea fired about 30 artillery rounds not far from Baeknyeong; the South Korean military fired 100 warn- ing shots in response. ——— Pope’s legacy in balance as sex abuse scandal engulfs church VATICAN CITY (AP) — The Vatican is facing one of its gravest crises of modern times as sex abuse scandals move ever closer to Pope Benedict XVI — threat- ening not only his own legacy but also that of his revered predeces- sor. Benedict took a much harder stance on sex abuse than John Paul II when he assumed the papacy five years ago, disciplin- ing a senior cleric championed by the Polish pontiff and defrocking others under a new policy of zero tolerance. But the impression remains of a woefully slow-footed church and of a pope who bears respon- sibility for allowing pedophile priests to keep their parishes. In an editorial on Friday, the National Catholic Reporter in the United States called on Benedict to answer questions about his role ‘‘in the mismanagement’’ of sex abuse cases, not only in the cur- rent crisis but during his tenure in the 1980s as archbishop of Munich and then as head of the Vatican’s doctrinal and discipli- nary office. It all comes down to the ques- tion of what the pope knew and when. The answer will almost certainly determine the fate of Benedict’s papacy. John McCain launched Palin 2 years ago TUCSON, Ariz. (AP) — Sarah Palin lent her star power among fellow conservatives to former running mate John McCain in his tough Senate re- election campaign, telling a rally Friday that McCain pegged Pres- ident Barack Obama right when he said the Democrat would swell the size of government. McCain is facing the hardest election fight of his Senate career as he fends off a Republican pri- mary challenge from the right. J.D. Hayworth, former congress- man and conservative talk radio host, says McCain is too moder- ate for Arizona Republicans. Hayworth has tried to build sup- port among conservative activists who identify with the tea party movement. Palin, among the most popular figures with those activists, appeared with McCain for the first time since the pair lost the 2008 presidential election. ‘‘Everyone here supporting John McCain, we are all part of that tea party movement,’’ Palin told the rally. As the former Alaska gover- nor and McCain took the stage, the crowd chanted, ‘‘Sarah, Sarah,’’ not the name of the man who just a year and a half ago topped his party’s ticket. 11 killed when tractor-trailer crashes into van MUNFORDVILLE, Ky. (AP) — A tractor-trailer loaded with auto parts crossed a highway median Friday and slammed head-on into a van carrying a Mennonite family, killing 11 peo- ple before dawn on a hilly stretch of interstate. The dead included an engaged couple and several members of their family, whose house burned down in December. Two children in the van were the only survivors of the crash about 75 miles south of Louisville. After the collision, the truck smashed into a rock wall and burst into flames.
