WORLD BRIEFING cities PARIS (AP) — A diplomatic source says France has started provid- ing direct aid to five rebel- held Syrian cities in the first such move by a West- ern power. France giving aid to rebel- held Syrian complicating plans to train Afghan forces so that most foreign troops can with- draw from the country by the end of 2014. President Hamid Karzai's govern- ment hopes Afghan forces can take responsibility for security nationwide by that time. France is also stepping up contacts with armed opposition groups as it pushes to secure ''liberat- ed zones'' in Syria, the official said. The aid is notably helping restore water sup- plies, bakeries and schools affected by Syria's civil war, the source said Wednesday. He spoke on condition of anonymity because of the sensitivity of the French actions amid Syria's vio- lence. He would not name the cities or explain how the aid is being provided, cit- ing security reasons. He said the cities house a total of 700,000 residents and are securely outside control of President Bashar Assad's regime. He said France's allies are also interested in pro- viding similar aid. He hoped to claim a little luster from Bill Clinton's prime- time address to the Democ- ratic National Convention on Wednesday. In advance of his address, Clinton said he hoped to make the case that Obama's ''approach is right and it'll pay off if we renew his contract'' — even if the economy isn't performing as well as it did under his own watch. ''The economy he faced Dems seek luster for Obama from was much weaker and dif- ferent than the one I faced,'' Clinton told NBC. ''There's no way any president, no president could have restored it to full health in just four years.'' In a last-minute shift, the president ditched plans to deliver his acceptance speech before a throng of 74,000 at an outdoor stadi- um on the convention's final night, citing iffy weather for Thursday. With a chance of thunderstorms on the hori- zon, Obama will accept his party's nomination indoors before about 15,000 people at the Time Warner Cable Arena.
