Call us at 527-2151 For more information Plumbing KanenHandyServices Specialized in Plumbing Rick Kanen owner Comerical Liability Ins. 530-567-0616 Home Service Professional *Garage Construction *Room Additions *Remodels *Cabinets *Plans Drawn Up 40 years experience Call Dale or Sheila 530-200-1765 LEGALNOTICE ORDINANCE NO. 2027 AN ORDINANCE OF THE BOARD OF SUPERVISORS OF THE COUN- TY OF TEHAMA CALLING A SPE- CIAL ELECTION ON A PROPOSED AMENDMENT TO THE TEHAMA COUNTY CHARTER TO INCREASE THE SALARY FOR MEMBERS OF THE BOARD OF SUPERVISORS WHEREAS under the authority Government Code section 23720, subdivision (a), the Board of Su- pervisors of Tehama County has adopted a resolution pro- posing that the Tehama County Charter be amended, the entire text of which is set forth be- low: A RESOLUTION OF THE BOARD OF SUPERVISORS OF THE COUNTY OF TEHAMA PROPOSING AN AMENDMENT TO THE TEHAMA COUNTY CHARTER TO INCREASE THE SALARY FOR MEMBERS OF THE BOARD OF SUPERVISORS WHEREAS, the Tehama County Charter presently fixes the sal- ary of members of the Board of Supervisors at one thousand forty five ($1045.00) dollars per month; and WHEREAS, this salary has not been increased since 1986, and the Tehama County Board of Su- pervisors is currently the lowest paid in California; and WHEREAS, the 2012-201 3 Tehama County Grand Jury in- vestigated the compensation of the members of the Board of Supervisors, and expressed concern that the current sal- ary could pose as a deterrent to otherwise qualified future can- didates for board member posi- tions; and WHEREAS Government Code section 23720, subdivision (a) authorizes the Tehama County Board of Supervisors to propose amendments to the Tehama County Charter; NOW, THEREFORE, BE IT RE- SOLVED by the Board of Su- pervisors of the County of Tehama that the Tehama County Charter is proposed to be amended as follows: The current Article IV, section 2 is proposed to be amended to read: (a) The salary of each member of the Board of Su- pervisors shall be as follows: Until June 30, 2017 $1045.00 per month. Effective July 1, 2017 $1645.00 per month Effective July 1, 2018 $2245.00 per month Effective July 1, 2019 $2845.00 Effective July 1, 2020 $3445.00 (b) No salary increase set forth above shall be imple- mented if that adjustment would require any increase in County tax rates. (c) The salaries set forth in this section shall not other- wise be changed except by a vote of the people at the time of a general election. BE IT FURTHER RESOLVED that the Tehama County Board of Supervisors should, by ordi- nance, call a special election for the purpose of submit- ting this proposed amendment for approval or disapproval by the voters of Tehama County. BE IT FURTHER RESOLVED that such ordinance should set forth the entire text of this res- olution as a preamble to the op- erative provisions of the ordi- nance. NOW, THEREFORE, THE BOARD OF SUPERVISORS OF THE COUNTY OF TEHAMA ORDAINS AS FOLLOWS: SECTION 1. A special elec- tion is hereby called by the Board of Supervisors of the County of Tehama for the purpose of submitting a pro- posed amendment to Article IV of the Tehama County Charter for approval or disapproval by the voters of Tehama County. The current Article IV, section 2 is proposed to be amended to read: (a) The salary of each member of the Board of Su- pervisors shall be as follows: Until June 30, 2017 $1045.00 per month. Effective July 1, 201 7 $1645.00 Effective July 1, 2018 $2245.00 Effective July 1, 201 9 $2845.00 Effective July 1, 2020 $3445.00 (b) No salary increase set forth above shall be imple- mented if that adjustment would require any increase in County tax rates. The special elec- tion shall be held at the time and date set for the statewide di i l i i direct primary election, to wit, November 8, 2016, which is a general election within the meaning of Article IV, section 2 of the Tehama County Charter, and shall be consolidated with that election. The election pre- cincts, polling places, and names of the elections officers for each precinct shall be the same as those specified in the statewide direct primary elec- tion. SECTION 3. The proposed amendment shall be subject to a measure to be designated on the ballot in accordance with Elections Code section 13116. The form of the question ap- pearing on the ballot shall be: Shall the Tehama County Char- ter be amended so that the sal- ary of each member of the Board of Supervisors is in- creased by an additional $600 per month on July 1st of each year, 201 7, 2018, 2019, and 2020, and shall not otherwise be changed except by a vote of the people at the time of a gen- eral election? SECTION 4. The Elections Offi- cial is hereby directed to pub- lish the entire text of this ordi- nance in the sample ballot ma- terials to be provided to the members of the electorate. SECTION 5. In accordance with the provisions of Elections Code section 9160, the County Counsel is directed to prepare an impartial analysis of this measure. Arguments for and against this measure may be submitted in conformance with Elections Code sections 9161 and following. SECTION 6. Pursuant to Gov- ernment Code section 25123, subdivision (a), this ordinance shall take effect immediately upon final adoption by the Board of Supervisors. SECTION 7. This ordinance shall be published at least one time in the Red Bluff Daily News, a newspaper of general circula- tion in Tehama County, prior to the expiration of fifteen ( 15) days from the adoption there- of.
