Smith, Senior Vice President for Business and Finance, has received the 2015 State Controller's Fiscal Integrity Award. Betty was presented the award on Dec. 15 at the annual State Controller's Financial Conference held at the McKimmon Center on the campus of North Carolina State University. The award is presented to a state employee or agency that has demonstrated a record of exemplary adherence to the ethical principles of fiscal integrity and hon - esty, worked to sustain open govern- ment, and earned a reputation for fairness and service to the citizens of North Carolina. Betty's 42-year history with the state of North Carolina is filled with impres- sive examples of her dedication and devotion to fiscal integrity. Her profes- sional journey began in 1973 when she graduated from Campbell University to earn her Bachelor of Science in Mathematics. She taught math to middle school students in Cumberland County while she simultaneously continued her own education by taking accounting classes at Fayetteville Technical Institute. In 1978, she became the first female auditor in the Office of State Auditor. In 1980, Betty earned her license as a Certified Public Accountant and spent the next ten years working in the State Auditor's Office. In 1988, Betty returned to Fayetteville Tech to join the staff of the business and finance team. She earned her MBA from Campbell University in 2000. Betty has experienced significant changes in the profession of accounting over the years, as technology has evolved and introduced new techniques for doing some of the tasks earlier performed through use of pencils, calculators and columns on yellow ledger paper. Throughout the years of transition due to technological advances, Betty led many of the efforts to migrate the changes into the workplace. For example, Betty was involved with the migration within the entire North Carolina Community College System from Institutional Information Processing System to Colleague Enterprise Resource Planning. She established parameters and hierarchy for the new Colleague ERP system, which continues being used today by all 58 North Carolina community colleges. At FTCC, Betty leads within the College by overseeing all financial and busi - ness operations including budgeting, financial reporting and managing a sys- tem of internal controls. Betty emphasizes every day the commanding nature essential for maintaining fiscal responsibility and integrity. As a result of her performance record, she has earned the highest levels of respect from not only her subordinates and peers at FTCC but also business and finance professionals from across the state of North Carolina. Betty is actively involved in the community, having served on the local board for Partnership for Children of Cumberland County and as President for the Association of Community College Business Officers. She was named Administrator of the Year by the Association of Educational Office Professionals. At FTCC, the students, faculty, staff members and I are proud to celebrate the many professional accomplishments of Betty Smith who is a most deserving recipi - ent of the prestigious State Controller's Fiscal Integrity Award.
