SEVERE WEATHER STEVE DIPAOLA — THE ASSOCIATED PRESS Thewaythenation'spublic schools are evaluated — teachers, students and the schools themselves — is headed for a major makeover, with a sweeping shift from federal to state control over school account- ability and student testing. The Senate on Wednesday voted 85-12 to approve legislation rewrit- ing the landmark No Child Left Be- hind education law of 2002, now widely unpopular and criticized as unworkable and unrealistic. The White House said President Barack Obama would sign it Thursday. The bill would keep a key feature of No Child: the federally mandated statewide reading and math exams in grades three to eight and one such test in high school. But it would en- courage states to limit the time stu- dents spend on testing, and it would diminish the high stakes associated with these exams for underperform- ing schools. The measure would substantially limit the federal government's role. —TheAssociatedPress LEGISLATION Senateclearsmajoreducation bill, sends it to Obama It took a text message from Syria to a mother in northeast France to reveal the identity of the third killer at the Bataclan concert venue in Paris: Your son died as a martyr Nov. 13. For nearly four weeks, police had failed to identify the third gun- man who stormed the concert venue along with two French Islamic ex- tremists, killing nearly three-quar- ters of the total 130 people who died in the Paris attacks. Then, about 10 days ago, Foued Mohamed-Aggad's mother in Stras- bourg received a text message in English announcing her son's death "as a martyr" — a typical way that the Islamic State group notifies fam- ilies of casualties. She gave French police a DNA sample which showed that one of her sons was killed in- side the Bataclan, his brother's law- yer said, confirming an account by officials. "Without the mother, there would have been nothing," said the lawyer, Francoise Cotta. — The Associated Press PARIS ATTACKS Text to mom announcing death reveals 3rd Bataclan attacker A Palestinian stabbed and seri- ously wounded two Israelis in the West Bank on Wednesday before he was shot and killed by Israeli secu- rity forces at the scene, police said. The incident occurred near the city of Hebron, a frequent flashpoint for violence. Many of the Palestin- ians involved in recent stabbings have come from there. Tensions are high in the city where about 850 Israeli settlers live in heavily-guarded enclaves sur- rounded by tens of thousands of Pal- estinians. Much of the animosity is over a key holy site, sacred to both Jews and Muslims. Later Wednesday, the military said two Israelis were wounded when a passing car opened fire on them in the West Bank. The military said forces were searching the area for the assailant. Wednesday's incidents were the latest in a three month-long outburst of Israeli-Palestinian violence that has shown no signs of relenting. — The Associated Press MIDEAST VIOLENCE Police: Palestinian killed a er stabbing 2 Israelis The man accused of killing three people and wounding nine others at a Planned Parenthood clinic in Colo- rado stunned a courtroom Wednes- day by declaring he is a "warrior for the babies" and won't go to trial. Robert Lewis Dear, 57, made the outburst before he was formally charged with first-degree mur- der and other counts in a Colorado Springs courtroom. Dear also repeatedly interrupted his public defender, Daniel King, and objected to King's attempts to limit publicity in the case. King — who represented Colorado theater shooter James Holmes — has asked the judge to impose a gag or- der on participants in the Planned Parenthood case before a trial. "You'll never know what I saw in that clinic. Atrocities. The babies. That's what they want to seal," Dear said. Dear also claimed King "drugged" Holmes and that "he wants to do that to me." — The Associated Press COLORADO Planned Parenthood suspect: 'I am a warrior for the babies' Officer William Porter was poised and calm as he testified in his own defense Wednesday, telling jurors that he didn't call an ambulance for Freddie Gray because the man was alert, appeared uninjured and didn't complain of any pain or wounds in the back of a police van. Instead, Gray only said "yes" when Porter offered to get him medical aid, the officer testified. Porter said he did tell his colleague, the van driver, to take Gray to the hospital after the man said he needed medi- cal attention. Porter, a patrolman, responded to calls for assistance at some of the van stops. During the fourth stop, Porter went inside the back of the van and lifted Gray, who was hand- cuffed and shackled, from the floor onto the bench. The fourth stop is crucial in Porter's case because pros- ecutors say Gray was already injured by the time he arrived there, and Porter's failure to call a medic to the scene contributed the Gray's death. — The Associated Press BALTIMORE Officer testifies in his own defense at Freddie Gray trial Life expectancy in the United States has stalled for three straight years, the government announced Wednesday. A child born last year can ex- pect to make it to 78 years and 9½ months — the same prediction made for the previous two years. In most of the years since World War II, life expectancy in the U.S. has inched up — thanks largely to medical advances, public health campaigns and better nutrition and education. The last time it was stuck for three years was in the mid-1980s. It's not clear why life expectancy has been flat lately, but suicides and fatal drug overdoses probably are playing a role, experts believe. Some researchers have wondered if U.S. life expectancy will peak, due to the nation's obesity problem and other factors. But there no evidence that's hap- pening now, said Robert Anderson of the Centers for Disease Control and Prevention. — The Associated Press CDC US life expectancy flat for third straight year at almost 79 Takeuswithyou!FollowusonTwitterandFacebookforupdatesandmore.
