ByBradyMccombsand Rachel Zoll The Associated Press SALT LAKE CITY Mormon church leaders are mak- ing a national appeal for a "balanced approach" in the clash between gay rights and religious freedom. The church is promising to support some housing and job protections for gays and lesbians in exchange for legal protections for be- lievers who object to the be- havior of others. It's not clear how much common ground the Mor- mons will find with this new campaign. The church insists it is making no changes in doctrine, and still believes it's against the law of God to have sex outside marriage between a man and a woman. But church leaders who held a rare news conference Tuesday said "we must all learn to live with others who do not share the same beliefs or values." The language of the new campaign mirrors a web- site the church launched in 2012 instructing Latter-day Saints to be more accepting and compassionate toward gays. The church made clear then and now that it still op- poses gay marriage and in- sists on its right to apply its own rules within church-af- filiated charities, schools, businesses and properties, even those that provide ser- vices to non-Mormons. The church announced the campaign in a rare news conference including three elders from a high- level Mormon governing body called the Quorum of the Twelve Apostles. Church leaders con- demned discrimination against gays in stark terms, speakingofcenturiesof"per- secution and even violence against homosexuals." bc "Ultimately, most of so- ciety recognized that such treatment was simply wrong, and that such ba- sic human rights as secur- ing a job or a place to live should not depend on a per- son's sexual orientation," Neill Marriott, a member of the church's Public Af- fairs Committee, said in a prepared text ahead of the news conference. Mormon leaders still want to hire and fire work- ers based not only on reli- gious beliefs, but also on behavior standards known as honor codes that require gays and lesbians to remain celibate or marry someone of the opposite sex. The church also wants legal pro- tections for religious objec- tors who work in govern- ment and health care, such as a physician who refuses to perform an abortion, or provide artificial insemina- tion for a lesbian couple. "Accommodating the rights of all people — in- cluding their religious rights — requires wisdom and judgment, compassion and fairness," said Jeffrey R. Holland, one of the apos- tles. "Politically, it certainly requires dedication to the highest level of statesman- ship. Nothing is achieved if either side resorts to bully- ing, political point scoring or accusations of bigotry." Accommodations for re- ligious objectors have fac- tored into every state leg- islative debate over gay rights. But political pres- sure on rights groups to make concessions to reli- gious conservatives is plum- meting as support for same- sex marriage grows around the country. In some states, such as Arizona, business leaders now side with gay advocates, saying extensive religious exemptions hurt a state's image. When the U.S. Supreme Court set a broad expan- sion of gay marriage in mo- tion last year, religious con- servatives said they would press states to allow some groups, companies and peo- ple to refuse some benefits or service for gay spouses. And gay rights groups seek- ing job and housing protec- tions have faced an uphill battle in the more politi- cally and religiously con- servative states. Under these circumstances, advo- cates for broader religious exceptions believe they can win some concessions. The Mormon church op- erates an extensive net- work of charities, schools and for-profit businesses around the country, with to- tal operating budgets in the billions of dollars, but the new LDS approach is likely to be especially significant in the Mormon strongholds of Utah, Idaho, Nevada and Arizona, where the church and its members play a large civic role. By Michael Tarm The Associated Press CHICAGO A federal judge sentenced twin brothers to 14 years in prison each for running a nearly $2 billion North American drug ring, agreeing with prosecutors to drastically reduce their sentences as reward for their coopera- tion against Joaquin "El Chapo" Guzman and other Mexican cartel leaders. Pedro and Margarito Flores, 33, were por- trayed by prosecutors as among the most valuable traffickers-turned-infor- mants in history. Secu- rity at sentencing in U.S. District Court in Chicago was tighter than usual, with extra security checks outside courtroom doors and a bomb-sniffing dog sweeping for explosives. As he announced the sentence Tuesday, Chief U.S. District Judge Ruben Castillo called the identi- cal twins the biggest drug dealers ever to appear in his courtroom and said they had "devastated" Chicago and the U.S. with their drug dealing. "But for their cooper- ation," he said, he would have sentenced them to life. Both brothers addressed the judge and apologized. For security reasons, the brothers had pleaded guilty to a count of drug conspiracy behind closed doors at a 2012 hearing. Tuesday was their first public appearance since they began to spill their secrets six years ago. Absent cooperation, prosecutors have said the twins would have faced an almost-certain life prison sentence. But the govern- ment had asked for a sen- tence of around 10 and no more than 16 years, noting that the twins' cooperation led to indictments of Guz- man and 50 others. Their father, Margarito Flores Sr., also is presumed to have paid for their coop- eration with his life. He was kidnapped in Mexico as word spread of his sons' cooperation, according to government documents. After telling U.S. agents in 2008 that they wanted to become infor- mants in hopes of secur- ing lesser sentences, the Flores brothers contin- ued to engage cartel lead- ers for months, sometimes switching on recorders and shoving them in their pockets to gather evidence. So successful was their enterprise that the jew- elry-loving, Maserati-driv- ing twins hired full-time money counters to keep tabs on the torrent of cash. By the late 2000s, they had smuggled $1.8 billion into Mexico, prosecutors say. The brothers ran their entire U.S. operation from a Mexican ranch, issuing orders by phone. Their net- work stretched from Chi- cago to New York, Detroit and Washington, D.C., and to Los Angeles and Van- couver, British Columbia.
