ByAyaBatrawy The Associated Press DUBAI, UNITED ARAB EMIR- ATES Saudiauthoritieson Friday postponed the sec- ond round of public flog- ging of a blogger convicted of insulting Islam after a doctor concluded that his wounds from the first 50 lashes had not yet healed, a leading human rights group said. Amnesty International said authorities delayed administering the 50 new lashes to Raif Badawi, which were set to take place after midday prayers. The group said Badawi was taken to a prison clinic in the morning for a check-up and that the doctor found that "he would not be able to withstand another round of lashes at this time." According to the group, the doctor recommended Badawi's flogging be post- poned a week. Badawi's first public flog- ging took place last Friday before dozens of people in the Red Sea city of Jiddah. The father of three was taken to a public square, his feet and hands bound, and whipped 50 times on his back before being taken back to prison. He was sentenced in May to 10 years in prison and 1,000 lashes for criti- cizing Saudi Arabia's pow- erful clerics and ridicul- ing the country's morality police on a liberal blog he founded. The Jiddah Crim- inal Court also ordered he pay a fine of 1 million Saudi riyals, or about $266,000. The lashes are to be ad- ministered over 20 weekly sessions, with 50 lashes each week. Both the U.S. State Department and the U.N. high commissioner for human rights have called on authorities in Saudi Arabia to cancel the pun- ishment. Rights groups and activ- ists say his case is part of a wider clampdown on dis- sent in the kingdom. Crit- icism of clerics is seen as a red line because of their influential role in support- ing government policies. The clerics' ultraconserva- tive Wahhabi interpretation of religion is effectively the law of the land. The 31-year-old Badawi has been held since mid- 2012 and his Free Saudi Liberals website is now closed. He was originally sentenced in 2013 to seven years in prison and 600 lashes in relation to the charges, but after an ap- peal, the judge stiffened the punishment. Following his arrest, his wife and chil- dren left the kingdom for Canada. MIDDLE EAST Saudis delay flogging of blogger on medical grounds By Elliot Spagat The Associated Press SAN DIEGO Top leaders of Mexico's Sinaloa cartel smuggled huge amounts of methamphetamine and other drugs to the United States, according to indict- ments unsealed Friday that reflect the organization's recent success dominating criminal activity on Cali- fornia's southern border. Ismael "El Mayo" Zam- bada and two of his sons are among five dozen peo- ple charged in 14 indict- ments. Another son has pleaded guilty in the same investigation, which be- gan in 2011 by targeting a small drug-dealing ring in the San Diego suburbs of Chula Vista and National City and reached top lead- ers through the use of more than 200 wiretaps. So far, 117 people have been charged in the inves- tigation, which alleges the cartel smuggled Mexican methamphetamine and marijuana, as well as South American cocaine and her- oin, across the U.S. border. The elder Zambada, who is at-large, was a key target for U.S. and Mexi- can authorities well before last year's arrest in Mex- ico of Sinaloa cartel king- pin Joaquin "El Chapo" Guzman. Zambada was charged in two other U.S. cases in 2009 filed in Chi- cago and Brooklyn, New York.
