For Cathy Wilson of Red Bluff, it affects her livelihood as well. Wilson is an Educational Sign Language interpreter, an instruc - tor of American Sign Language and the parent of a deaf daugh- ter. A wrist injury from an auto accident left her with painful elec- tric shock sensations and an au- dible clicking noise each time she twisted her wrist. Jordan, who was not in at- tendance, recently moved to the Fresno area to be closer to her family due to health reasons, City Manager Richard Crabtree said. Crabtree, a member of Red Bluff Rotary with Jordan, said he believed Jordan's 45-plus years of contributions to the city deserved recognition. Crabtree read the proclamation on the mayor's behalf. It was met with applause from those in the Council Chambers. Jerry Brown on Monday ex- pressing its reasons and justifica- tions to enter a partnership with Tehama County to keep the fair- grounds sustainable. The letter, which outlines what has been known as a joint powers authority that would change the governance of the 30th District Ag - ricultural Association to one that would be shared by the current fair board and representatives from the county, says new management strategies are needed because of a cut in fairground funding from the state. The JPA, which would essen - tially untie the fairgrounds from state control and take advantage of county services, must be approved by the governor. The fair board and county representatives have been in talks with Gov. Brown's office for some time, but a decision has not been handed down. The letter, it said, was meant to resolve any "lingering concerns" the governor's office may have about the change in governance. The state in 2011 cut all fair - ground funding, which amounted to a $200,000 loss to the Tehama District Fairground. From 2010 to 2012, according to the letter, the Tehama District Fairground aver - aged $803,000 in expenses while bringing in an averaged $615,000. "The reality of an $187,000 structural deficit could not be more compelling evidence that changes need to be made," the letter from the fair board's seven members ap - pointed by the governor states. An agreement between the fair board and county, which owns most of the 100 acres the fairground sits on, was adopted in 2013. The 30th District Agricultural Association owns the buildings at the fair - grounds. From fewer than 100 en- tries in its first year, the open has ballooned to more than 260 barrel racers looking to get in the money Wednesday as the Red Bluff Round-Up nears. Organizers Stacey Freitas and Mike Dudley, director of the Red Bluff Round-Up asso - ciation, said the event's divi- sional handicap, which allows four riders of any age to get in on the winnings, is at least part of the competition's suc - cess. Further, the races draw a healthy crowd to the stands at the fairground's Pauline Davis Pavilion. "There's nothing to do on Wednesday night in Red Bluff," Dudley said, adding when the competition started, it was free. Mike Pascarella of Red Bluff said he's been attend - ing the Round-Up for the last 10 years, and has been a regu- lar at the open since it was in- cepted. He said he came out to Wednesday's races because he knew some of the riders. In the last three years the race also added an event that brought some national atten - tion outside of the weekend's star-studded rodeo: bikini barrel racing. Camera crews with A&E's "Rodeo Girls" television show descended on the event last year. The first season of the show aired ear - lier this year.
