6B – Daily News – Wednesday, April 13, 2011 DC mayor urges residents to fight Congress’ budget WASHINGTON (AP) — A day after getting arrested with other city leaders, the District of Columbia’s mayor called on residents of the nation’s capital to join him in protesting likely new restrictions on the city from Congress, drawing analogies to this year’s popular uprisings in Egypt and Libya. D.C. Mayor Vincent Gray said Tuesday that residents should work through religious groups and neighborhood and civic associa- tions to push back against consequences for Washington in the fed- eral budget Congress is expected to pass later this week. D.C. has its own city government, but Congress ultimately over- sees the city’s affairs including its budget and laws. As a result, Gray and other city leaders said that Washington became a pawn in last week’s budget negotiations. It appears that a deal members of Con- gress reached Friday to avert a federal government shutdown includ- ed provisions that ban the district from spending its own, city-col- lected tax money to pay for abortions for poor women. The deal would also re-establish a school voucher program that has divided city leaders. Gray said he hoped that his arrest Monday with 40 others, includ- ing six members of the District of Columbia Council, would ener- gize other residents. On Monday, the mayor and others sat down and blocked traffic on Washington’s busy Constitution Avenue near the Capitol before being arrested and held until the early hours of Tues- day. ‘‘I don’t think there’s any doubt that we got people’s attention,“ Gray said in an interview in his office later Tuesday, still wearing a tag from police on his wrist. ”But the reality is, too, that a single event is not going to make a lasting difference. I think the greatest value of this was to be able to be a catalyst or to be a spark for fur- ther involvement.’’ Most people won’t notice big budget cuts WASHINGTON (AP) — It’s touted as the biggest one-time roll- back of domestic spending ever, but most folks will be hard- pressed to notice. After all, it’s just 1 percent of what the government will lay out this year. The number of security officers at airports won’t be reduced. National park campgrounds won’t close. There will still be enough meat inspectors to prevent tempo- rary plant closures. Disadvantaged schools won’t see cuts in federal aid. And stiff cuts to grants for community action agencies serv- ing the poor were averted. Basically, the things most peo- ple expect from the government won’t change very much if Con- gress approves the cuts unveiled Tuesday, the details from that late- night deal that kept federal opera- tions going. For starters, the budget cuts come after two years of generous increases awarded to domestic accounts when Democrats con- trolled both Congress and the White House. And they total only $38 billion out of the $3.8 trillion the government will spend on everything this year, including Social Security and other retire- ment programs. If the government were a fami- ly living on $60,000 a year, that’s equal to a $600 cut. Democrats had earlier warned the original House measure — it would have cut more than $60 bil- lion — would have had draconian effects including widespread fur- loughs of federal workers, tempo- rary shutting of meat processing plants, delays in processing Social Security applications and a big cut in the maximum Pell Grant for college education. Most of the more stringent cuts originally passed by the House have been reversed, and the maximum Pell Grant still will be $5,550 for the next academic year. Remaining are items like $14 billion in cuts to accounts previ- ously used for congressional ear- marks, a $2.9 billion cut to Presi- dent Barack Obama’s high-speed rail initiative and $812 million from construction of new court- houses and other federal build- ings. But there will be no more Pell Grants for summer school. Local police chiefs will find it harder to win federal grants for equipment upgrades and emergency pre- paredness training — they were cut by $1.2 billion. Non-profit groups looking to open new com- munity health centers will have $600 million less to compete for. And it just got more difficult for rural towns seeking grants to build new drinking water and waste- water treatment plants. Grants for them were cut by $1 billion. Such cuts won’t seem like the end of the world to many, though, as the government faces a $1.6 trillion deficit for the current fiscal year. ‘‘It’s a step removed from the daily lives of most people,’’ said Sen. Dick Durbin, D-Ill. What is more, it turns out that many of the cuts officially unveiled on Tuesday are illusory. Almost $18 billion — just less than half — involve simply mop- ping up pools of unused money spread across the budget.
