October 5, 2011 OFFICERS FROM ON PAGE 1 U.S. District Court the plaintiffs would need to re-file in federal court. Judge Aspey recommended (not or- dered) the town continue without making any changes, however, on Fri- day, Sept. 16, 2011 five Quartzsite Po- lice Officers, also plaintiffs in the legal complaint, were dismissed from the Town of Quartzsite. Out of the "Quartzsite 10" three of- ficers have returned to work for QPD, one sergeant was dismissed in August, (but was reinstated until federal court decided; conditional reinstatement re- verted to termination) and one Clerk/ Evidence Tech was terminated in July (withdrew request to be reinstated). Judge Aspey also ordered a settlement conference to deal with litigation costs. The judge did not address the issue of alleged contempt of Judge Bartlett's (La Paz County) court by the town. The allegations the officers brought against Police Chief Jeff Gilbert spawned an independant investigation by Sonya K. Boun, of Jackson Lewis, LLP. In July, the Town of Quartzsite released the 322 page document, in- cluding 50+ pages of the investigation report with 48 Exhibits. The Quartz- site Library has a copy of the full docu- ment available for review. The report is also available online at http://www.epageflip.net/issue/37347 Arizona Department of Public Service is conducing a seperate investigation of alleged misuse of NCIC system. The results have not been released.
