ByPeterPrengaman and Mauricio Savarese The Associated Press RIO DE JANEIRO Thirty-one inmates were slain Friday in northern Brazil, some with their hearts and in- testines ripped out, during a prison killing spree led by the country's largest gang, authorities said. The bloodshed comes just days after 60 inmates were killed during rioting at two prisons in a neighboring state and it increases fears that violence could spread, including to the streets of major cities, as gangs vie for influence and territory both inside prisons and in slums where trafficking op- erations are often based. It's also becoming a flash- point for the government of President Michel Temer, whose administration is al- readystrugglingwithaneco- nomic crisis and mounting corruption allegations. Au- thorities of the state of Ror- aima,ontheborderwithVen- ezuela, said they requested helpfromBrazil'sfederalgov- ernment more than once to dealwithitsprisoncrisis,but no support was sent. "This is a national crisis," said Uziel Castro, security secretary of the state where the latest massacre hap- pened. Castro said the slaying spree began around 2:30 a.m. Friday at the Agricul- tural Penitentiary of Monte Cristo in the town of Boa Vista. He said it was led by membersofSaoPaulo-based First Command, Brazil's big- gest criminal organization. He said First Command members did not attack members of a rival gang, but rather other prisoners, for motives that were not yet clear. "There was no confron- tation. This was a killing spree," said Castro. "It was barbaric. Some were be- headed; others had their hearts or intestines ripped out." Castro said firearms were not involved, and none of the 1,500 inmates in the prison built for about 700 had escaped. It wasn't immediately clear whether there was a connection to the gruesome rioting earlier this week in the neighboring state of Amazonas, which officials blamed on a gang war be- tween the First Command and Family of the North, which fight over control of prisons and drug routes in northern Brazil along the borders of Bolivia, Colom- bia, Venezuela, Peru and the Guianas. Brazil's justice secretary lowered the death to 31 later Friday after authorities said throughout the day that 33 had been killed. A police statement said officers, including a heav- ily armed military-like riot squad, had been deployed to the prison. Just as details about the latest disturbance were emerging, Justice Minister Alexandre de Moraes an- nounced measures to curb the violence. Moraes said federal po- lice would be more inte- grated in state capitals and that special task forces would be created to more quickly process criminal charges, a measure aimed at reducing overcrowding. Moraes offered no dead- lines for the initiatives but said they would "be real- istic" given the recession in Latin America's largest economy. "The situation isn't out of control," said Moraes. "It's (just) another difficult sit- uation." The rioting Sunday and Monday in Amazonas in- cluded the country's worst prison massacre since 1992, with half of the 56 slain at one institution beheaded and several others also dis- membered. In another of the riots in the state, four prisoners died. A total of 184 inmates es- caped from Amazonas pris- ons in the disturbances. As of Thursday afternoon, only 65 had been recaptured. Obama and his advisers have long held up the former pariah nation's U.S.-backed shift from military rule as a breakthrough for American interests and democratic values in Southeast Asia. But the situation in strife- hit Rakhine State makes the transition no straight- forward success story. Rakhine has been largely closed off to foreigners, in- cluding aid workers, since a deadly insurgent attack against police in October. Subsequent "clearance op- erations," led by the mili- tary and reminiscent of its decades of junta rule, have left at least dozens dead. Tens of thousands of Ro- hingya have escaped to neighboring Bangladesh. A Myanmar government- appointed commission, led by a former general, this week said there was in- sufficient evidence so far to support allegations of rape and killings by secu- rity forces that have been made by Rohingya villag- ers fleeing northern Rakh- ine, which remains off-lim- its to journalists. He said a video of Myanmar po- lice kicking and beating Ro- hingya—filmedbythepolice and recently surfaced on so- cial media — suggests a dis- turbing pattern. "What that video sug- gests to me is that this kind of behavior, at least with respect to whatever unit or elements of the security forces was involved, has become normalized, much as the photographs at Abu Ghraib taught us the same lesson about things that were going on in our mil- itary in Iraq at the time," Malinowski said. The government of Myan- mar, also known as Burma, has verified the video and detained the police officers involved.Butitinsiststhein- cident is an "isolated case."
