The U.S. Army Corps of Engineers Sacramento District will host an in- formation meeting Dec. 16 to share its progress in identifying potential long- term, sustainable water re- source projects within the Sacramento River water- shed. The meeting will pro- vide an overview of the Central Valley Integrated Flood Management Study and discuss some of the op- portunities for flood risk management, ecosystem restoration and water sup- ply projects along the Sac- ramento River and its trib- utaries. The watershed study of the Sacramento River Ba- sin is the federal compan- ion to the California De- partment of Water Re- sources' efforts on the Central Valley Flood Pro- tection Plan, which is the state's plan for long-term, sustainable flood manage- ment in the Central Valley. "The Corps and DWR share a common goal of developing a consistent and mutually complemen- tary system-wide strategy for flood risk reduction and environmental stew- ardship," said Glen Reed, project manager for the corps. The focus of the study is to produce a compre- hensive basin-wide man- agement plan that as- sesses watershed charac- teristics and conditions, identifies existing or po- tential watershed issues, develops, evaluates and prioritizes conceptual alternatives including structural and non-struc- tural measures and rec- ommends potential proj- ects under federal, state or local authorities. The workshop is sched- uled for 4-6 p.m. Wednes- day, Dec. 16 at the Yuba County Government Cen- ter, 915 8th St. in Marys- ville. CENTRALVALLEY Watershed study meeting set in Marysville With Christmas rapidly approaching, the Red Bluff Police Department expects to see a slight increase in property crimes through- out the month of Decem- ber. With all the distrac- tions and activities as- sociated with the holi- day season, people some- times forget the basics in protecting their vehicles, homes and themselves. Opportunity is the key for most criminals. Use the following guide- lines to keep from being victimized during the hol- iday season. Vehiclesandhomes Always lock your vehicle and home even if you will only be away for a short time period. Do not leave valuables in plain sight, such as cel- lular telephones, gifts, purse, etc. If possible, take these valuables with you. If that's not possible, lock these items in the trunk or attempt to cover them in an unobtrusive fashion. During evening hours, park near overhead street lamps whenever possible. If you will be away from your residence for an ex- tended period of time, have someone pick up your mail and newspaper. Newspa- pers in the driveway and a full mailbox are telltale signs the occupants aren't home. If possible, record model and serial numbers for the gifts you purchase in case they are stolen before they are given to the recipient. Personal protection When shopping or walk- ing outdoors, walk in well- lit areas. Don't flaunt large amounts of cash when making purchases. Avoid carrying large amounts of cash with you while shopping. Use checks or a check card. Only take the credit cards you intend on using and leave the oth- ers at home in a safe loca- tion. Keep your purse close to your body. If your purse has long straps, shorten them. Use your ATM card wisely. Have the card ready when you get to the ma- chine and be aware of your surroundings. Have your car keys ready in your hand prior to arriving at your vehicle. Keep all receipts with you in a safe location. Don't throw them away or leave them out for some- one to take. The department is com- mitted to public safety. Residents are encouraged to call the department, 527-3131, to report any suspicious activities or ve- hicles. RED BLUFF Police offer holiday safety tips Every day, millions of people get sucked into In- ternet scams and tricks that end up costing them dearly, something I was re- minded of when I got a letter from a reader ask- ing this sim- ple question: How can I know if something on the Internet is legit or some kind of scam? It is a great question, the answer to which I found in my friend and colleague Doug Alton's weekly Household News- letter. Here are Doug's Top Ten Signs the Site is Not Legit: 1 If it plays a video that has the controls re- moved, it's a scam — stop watching. You can't fast forward, pause, or even tell how long the video is. That's because they are only going to give you a long list of reasons tell- ing you why you should send them money. Stop watching — exit the page. They will never give you the information that you clicked on the link to get — not even if you send them money. It's a scam, run the other way. 2 You want to leave the page, but keep hitting up against something like, "Are you sure you want to leave this page?" Legiti- mate sites don't do this, but nearly all of the scam sites do. Run the other way. 3 Popups that try to get you to sign up for their propaganda or "free up- dates" before you even get a chance to read the ar- ticle. Bad sign. Major red flag! 4 The text is actually photographed onto the page. You can't copy and paste names or numbers because the text is really part of a photo instead of real text. Many scam sites and many scams on craig- slist do this. When you no- tice this, run the other way. The only reason they would do this is to pre- vent you from copying the text, and to prevent com- puter robots from reading it. They are hiding some- thing. 5 If you see the words: "weird" or "trick," and especially if you see "weird trick" it's a scam, don't fall for it. 6 Anything that pro- motes free energy is a scam. Solar panels are not free, so the energy still costs you money. But there are many people who wish to believe in some hid- den form of free energy. They're all scams. 7 If you try to exit out to close the page, and an- other page pops up, you may have a virus. Either way, shut down the site and restart your computer. Run an antivirus scan im- mediately. 8 Most "work at home jobs" are a scam. 9 Risk free trials are not "risk free" if you have to give a credit card or bank account number. They will automatically bill you if you don't spend weeks trying to cancel. It happens every day. 10 Anything that claims to treat or cure a disease that mod- ern medicine does not al- ready do is a scam. Cyberspace is a great, big, mostly wonderful place, but it is not immune to crime and hustlers wishing to do us harm. It's important to be wary of the many dangers lurking within. You can protect yourself if you are diligent to learn these ten signs and put them into prac- tice. Stay safe out there. Wouldyouliketosend a tip to Mary?
