8 NOVEMBER 18-24, 2015 WWW.UPANDCOMINGWEEKLY.COM Fayetteville City Council Discusses Concealed-Carry HAY STREET - Fayetteville City Councilman Ted Mohn says terror attacks "in Paris can easily happen here in Fayetteville." He added, "The world as we know it today has totally changed." Mohn is asking that city council members with valid concealed carry handgun permits be allowed to carry their weapons on any city property. City Attorney Karen MacDonald tells Mohn "It appears an amend- ment of Section 18-7 of the City Code to allow only duly permitted City Council members (and not other citizens) to carry concealed weapons in City buildings is permissible." Mohn tells Up & Coming Weekly that he first made known his inter- est in carrying a concealed handgun to council members and Police Chief Harold Medlock in late August. Operation In As Much Optimistic About New Shelter HILLSBORO STREET – Operation Inasmuch of Fayetteville apparently believes the faith-based agency that serves the homeless will have no problem raising the $450,000 it needs to build its new shelter for homeless men. Executive Director Sue Byrd says her team will prepare and submit a site plan to the city very soon. This follows the Nov. 9 city council vote (6-3) to approve a special-use permit for the building at the corner of Hillsboro and Chance Streets, across from the Operation Inasmuch Ministry Center. Byrd says they have already raised $160,000 and expect $100,00 of in in-kind contributions. Area churches are expected to raise the balance of the funding. The proposed shelter is a one-story, 6,500 sq. ft. building. Nothing New in Diagnostic Report on Fayetteville Police Department HAY STREET – A year and a half ago, the Fayetteville Police Department asked the U.S. Department of Justice's Office of Justice Programs Diagnostic Center to address issues surrounding use of force, violent youth crime and community relations. The center is able to identify solutions to combat violent crime and improve police-community relations. Now, 18 months later, the diagnostic center has released its case study that recommends appropriate training and resources to deal with the issues. An earlier report released a year ago, detailed recommen- dations for rebuilding community trust. Other than criticism of the department prior to Police Chief Harold Medlock's arrival in 2013, the new report contains nothing substantially new. Parks and Rec Announces Non-Resident Fee Policy CUMBERLAND COUNTY – The Fayetteville-Cumberland Parks & Recreation Department has implemented a non-resident fee policy for people who are non-taxpaying residents of Fayetteville and unincorporated areas of Cumberland County. The new schedule of fees is double the fees charged residents for rec- reation programs and park facility rentals. Residents of Hope Mills, Spring lake and other counties will pay the higher rates. Verification of residency will take place upon registration. Registration for youth sports programs will be strictly enforced by region in what officials call the interest of fair play.
