ByClaireLester The Shasta Sectional FFA Contest was held at West Valley High School on Wednesday, Nov. 19. Red Bluff took an officer team, two novice teams and two advanced teams to the contest. At the contest, the teams went to an as- signed room with four or more teams from differ- ent schools. When a team was called up, they would walk to the front of the room and open and close an FFA meeting in a pro- fessional manner. Judges from Chico State judged the teams based on how well they followed the official script, memo- rization, voice projection, enunciation, confidence and team unity. This contest is a great way for members to learn about parliamentary procedure and how to speak before a crowd. Everyone had a great time and Red Bluff FFA did very well. Advanced Team B placed first, Advanced Team A placed third, the Novice Team placed third and the Officer Team placed fifth. In the individual officer category, Reed Pritchard was High Secretary, Olivia Zumalt was High Vice Pres- ident, Amy Garrison and Rhylee Garrison won High Secretary, Emily Palmer won High Treasurer and Emily Paz won High Pres- ident. Congratulations to all those who placed. RedBluffFFAcompetesinsectionalcontests YOUTH CHICO Building on high enrollment in 2014, Cov- ered California recently funded the non-profit agency, California Health Collaborative, to provide personal and one-on-one assistance for eligible con- sumers to enroll in the state's health benefit ex- change. The Collaborative has joined forces with the Hum- boldt, Butte, Shasta, and Te- hama 211 systems in north- ern California to help get the word out to those in need. The California Health Col- laborative has bilingual Covered California certi- fied enrollment counsel- ors who can help consum- ers understand the Afford- able Care Act, navigate the health benefits exchange and select the right health plan for their local area — all free of charge. In-person appointments at days and times that are convenient for the com- munity in addition to tele- phone support and small enrollment workshops will help people learn about the benefits of health insurance and assist them to enroll. Consumers who enroll and pay their first month's pre- mium by Monday can be covered as of Jan. 1, 2015. Open enrollment is through Feb. 15, 2015. The California Health Collaborative and 211 will provide informational ma- terials that are culturally relevant and in multiple languages to help improve the health literacy of those who have been uninsured and to explain the financial and practical importance of having health coverage. HEALTH EXCHANGE Benefit enrollment help offered through collaborative Q : When is a person eligible to apply for a driver license under the new AB 60 law? A : Undocumented applicants can be- gin applying for a Cal- ifornia driver license on January 2, 2015. During an the initial visit, applicants will be required to prove their identity and resi- dency, and take a driver knowledge and vision exams. A behind-the- wheel test will be given at another time. Q : Do AB60 custom- ers need to make appointments to apply for a driver license? A : Anyone planning on visiting a DMV field office to apply for a first time driver license is required to sched- ule an appointment. However, the DMV has set up four temporary Driver License Process- ing Centers in Granada Hills, San Jose, Stanton, and Lompoc, where any- one can drop in with- out making an appoint- ment. Q : Does the driver li- cense being issued under the AB 60 law have any limitations? A : Yes. A driver li- cense, under AB60, only allows an individ- ual to legally drive a car and cannot be used to verify or provide legal or documented status. The face of the driver license clearly states that "Fed- eral Limits Apply" and on the back disclaimer reads "This card is not acceptable for official federal purposes. It does not establish eligibility for employment, voter registration, or public benefits." In other words, a peson cannot use this driver license to board an airplane or enter a federal building. It is im- portant to point out that police officers in Cali- fornia cannot discrimi- nate based on immigra- tion status or the fact the driver holds an AB60 driver license. Q : I plan to apply for a California driver license under the AB60 program. As an appli- cant without legal pres- ence, will my informa- tion be used for any- thing other than a driver license application? A : We are sensi- tive to the fact that many applicants with- out legal presence may be fearful of this review process and/or possess- ing this new driver li- cense. Discrimination against an individual based on possession of an AB60 driver license is a viola- tion of law, including the Unruh Civil Rights Act (Section 51 of the Civil Code). An AB 60 driver license shall not be used to consider an individu- al's citizenship or immi- gration status as a basis for an investigation, ar- rest, citation or detention.
