ByJudyLin The Associated Press SACRAMENTO With each passing year, California taxpayers are increasingly liable for billions of dollars more to cover retirement benefits for police, firefight- ers, teachers and other pub- lic employees, according to a massive amount of pen- sion data recently released by the state Controller's Of- fice. A decade of financial data posted by Controller John Chiang on his open- data website, ByTheNum- bers.sco.ca.gov , shows that the state's 130 public pen- sion systems are carrying $198 billion in unfunded liability in 2013, compared with $6.3 billion of un- funded liability in 2003. The systems run by the state, cities and other gov- ernment agencies range from the nation's largest public pension system, the California Public Employ- ees' Retirement System (CalPERS) with $281.1 bil- lion in assets in 2013, to the smallest, the City of Pitts- burg Miscellaneous Em- ployees' Retirement System of 1962, with assets of less than $9,000. "By pushing our state into the digital age of pro- viding knowledge and infor- mation, I hope to empower greater citizen participation in how government handles a policy matter which is central to California's long- term prosperity," Chiang said in a statement. Chiang, a Democrat who recently cruised to victory in the state treasurer's race, has been using his position as the state's chief fiscal offi- cer to make government re- cords transparent and ac- cessible. In a recent audit report, he criticized CalP- ERS for a passive approach that he said invites abuse. The website allows users to compare data from mul- tiple pension systems, track trends over the past 10 fis- cal years and download raw data. The controller warns that many of the state's public pension systems are un- healthy. In 2013, there were 17 plans that were under- funded by at least 40 per- cent, and another 45 were funded between 60 and 80 percent. Only 22 were funded at over 80 percent, the benchmark often used to measure solvency. The state is also respon- sible for a growing number of retirees. In 2003, there were 816,208 retired work- ers drawing pensions from defined benefit systems. In 2013, the number of retirees had grown to 1.22 million. "CalPERS' leaders have done a lot of work over re- cent years to improve and ensure the long-term sus- tainability of our system," said Rosanna Westmore- land, a spokeswoman for the fund, "and we think the controller's database is a welcome tool to help in- form policymakers and the public about the health of public pensions." CalPERS reported $57.4 billion in unfunded liabil- ities for 2013. A message left for Service Employees International Union Local 1000, the larg- est state employees union, was not returned Friday. Franklin Templeton In- vestments, an asset man- agement firm based in San Mateo, filed an appeal Wednesday against Stock- ton's bankruptcy deal. City officials had success- fully negotiated with credi- tors to eliminate more than $2 billion in long-term debt without cutting the city's pension obligations. Franklin Templeton was the only major creditor not to sign off on the settle- ment. The investment firm said the city should have cut employee pensions rather than scrub the $32.5 mil- lion it owed Franklin Tem- pleton. The video shows school administrators at Buhach Colony High School in At- water, including the prin- cipal, dressed in superhero costumes and pretending to kick and punch students at the rival school. It ends with a school security offi- cer pretending to shoot the rival students. The Merced Union High School District declined comment, but it released a statement to the Mer- ced Sun-Star (http://bit. ly/1vd2koZ) Thursday af- ternoon. "Merced Union High School district immedi- ately addressed the release of the school rivalry video posted by Buhach Colony and had it removed from the media site. We apol- ogize for the impact the video has had on the com- munity and want to ensure everyone that the district does not support or en- dorse school violence. The issue is being addressed through the personnel of- fice," the statement says. The roughly 6-minute video was posted on You- Tube. Principal Steve Hobbs declined to identify the school administrators in the video or say who came up with the idea. Still, he apologized, the Merced Sun-Star reported.
