At its meeting Tuesday, coun- cil members were presented with comments from state agencies that recommended further explanation of how cer- tain aspects of the proposed project would affect air qual- ity, biological and cultural re- sources, recreation and trans- portation. The boat launch facility would include a two-lane con- crete boat ramp extending into the Sacramento River, new rest- rooms, a picnic pavilion, pedes- trian pathway, additional park- ing and other improvements. The City Council in June approved a $1.7 million grant agreement with the state De- partment of Parks and Recre- ation, Division of Boating and Waterways to go toward the project. The state Wildlife Conserva- tion Board has shown "strong support" of approving its own grant of about $970,000 to also go toward the project, accord- ing to a city staff report. The board is scheduled to consider approving its grant Aug. 28, but first it needs council approval of the project as well as an en- vironmental document, which council members also were scheduled to approve Tuesday. The city's environmental re- view, which was prepared by an agency in Redding, found that the project would have a less than significant impact on the environment, given that mit- igation efforts are taken. The environmental study was dis- tributed to state agencies to re- view, and came back with com- ments and recommendations to shore up the document. Council members voted to revisit the matter Aug. 19. Councilman Rob Schmid, noting that leaves a little over a week to get the Wildlife Con- servation Board what it needs, asked whether the environmen- tal document would be revised to include responses and reso- lutions to comments provided by state agencies by that date. "That is our belief and hope," Community Development Di- rector Scot Timboe said. He said that the city paid an agency — Quercus Consultants — about $7,000 to prepare the document. The $1.7 million Division of Boating and Waterways grant, Timboe said, is believed to be contingent on approval of a grant by the Wildlife Conser- vation Board. The boat launch facility is labeled as the second phase of improvements to boating at the park. The first phase, which has yet to receive a go-ahead by the U.S. Army Corps of Engi- neers, would extend the exist- ing boat launch at River Park. The boat launch at the park has been unusable since 2011, when the gates of the Red Bluff Diversion Dam were perma- nently raised by court order. RED BLUFF A 43-year-old man threatened to harm himself with a large kitchen knife after an argument with his mother, prompting a more than two-hour standoff with police. The man's mother, 61, called 911 around 11:45 p.m. Wednesday to report she had been in a verbal argument with her son when he armed himself with a large knife, threatened to harm himself and barricaded himself in his bedroom, according to a press release issued Thursday morning by Red Bluff Police Department. Police responded to 820 Kimball Road to find the man "in a very agitated and volatile state," the release said. With help from Tehama County Sheriff Deputies, officers contained the man to his room and negotiations began. After negotiating for more than two hours with the man, he came out of his room and was detained without incident. A large kitchen knife was later collected and held for safekeeping.
