After more than a year of work and surmounting hurdles, Bryan Postolka, Louis Gelenaw and Sam Kudo will be opening Skydive Lake Oroville soon at Oroville Municipal Airport. "It's been a long process, but we're getting close to living out our dream," said Postolka, who sat down with Gelenaw for an in - terview recently. Postolka, 41, and Gelenaw, 37, met 13 years ago at a small sky- diving business in Paradise. Since then, they've done most of their parachuting there or in Lodi. But, after taking into account the salary raises three out of four of the city's bargaining units will receive during Corning's 2013-14 fiscal year, the city's finances are tracking close to revenue projec - tions laid out in the city's budget that was adopted in June, 2013, city manager John Brewer told council members Tuesday in a midyear re - view of the city's finances. The Tehama County Board of Supervisors chose 1015 Kimball Road as its preferred site for the county's new library, directing staff to proceed with the appro - priate steps for securing the site next to the Red Bluff Community- Senior Center. The board selected that location over a downtown site that drew support from many business or- ganizations. However, the key endorsement came from Acting Librarian Sally Ainsworth, her staff and groups aligned with the existing library. Despite their support for the Kimball location, it still wasn't a slam dunk. Chairman Steve Chamblin said his dream was still to have the li - brary on Main Street, but looking at the county's other budgetary ob- ligations and the library staff's rec- ommendation he had to prefer the Kimball site. Supervisor Dennis Garton said his choice came down to the lesser of two evils. "I'll be rather frank and honest. I don't like either location," he said. Garton said he feared putting the site downtown would land- lock existing expansion, recreat - ing the current situation the board was stuck in in regard to having to move the library in an effort to ex- pand the jail. Supervisor Burt Bundy said the idea of an iconic building down- town was exciting as was the idea of revitalizing downtown Red Bluff, but he believed there were too many unknowns involved and wanted more communication with the city of Red Bluff. Red Bluff City Councilman Rob Schimd, who was in attendance, said he didn't want the city to lose a piece of commercial property on Main Street that could be used as part of the tax base. He also questioned why down - town had to be the heart of Red Bluff, as many in support of the Main Street location suggested. "You know how big Red Bluff is. Public Works Director Bruce Henz presented the plan at the March 4 City Council meeting. Henz said the presentation rep - resented "a realistic and priori- tized program that recognizes the limitations of our fund balances and manpower limitations." Walmart A key cog in the plan will be work paid for by Walmart as miti- gation for the store's incoming Su- perCenter building. In the 2014 -15 f iscal year Walmart is scheduled to complete asphalt overlays on Luther Road from Mill Street to the new build - ing's west entry property line, on Mill Street from Luther Road to Reeds Avenue, on Reeds Ave- nue from Mill Street to near Arm- strong Court and on South Main Street from Luther Road to the In- terstate 5 southbound on ramp. Walmart is also scheduled to re- construct and relocate Montgom- ery Road and stripe Luther Road from its property to South Jack- son Street. Major projects In addition to the Walmart proj- ects, Henz said the Public Works Department hopes to address some of the worst city roadways and complete several major proj - ect improvements in the next five years that would be needed for a healthy economic future in the city. Three projects have been se - lected as major city projects.
