To beat the heat many of us choose to cool off a little by enjoy- ing the Lake Red Bluff but soon this convenient source of recreation and temperature reduction will change for- ever. This summer, the Bureau of Reclamation begins construction on the Fish Passage Improvement Project at the Red Bluff Diversion Dam. It is difficult to accept the loss of revenue, recreation and enjoyment that Lake Red Bluff has provided to our community but the Local Government Services Committee has a responsibil- ity to embrace change and to seek out new opportunities that represent the interests of our local business and economy. A few weeks ago, the com- mittee enjoyed the pleasure of meeting the representatives of the Bureau of Reclamation, Tehama-Colusa Canal Authority and the prime contractors that are all tasked with either inspect- ing, managing, building or mainte- nance of the new facility. The purpose of the meeting was to introduce the chamber of commerce and our services to these organiza- tions, meet the Contractor’s represen- tatives, and receive an informational tour of the FPIP. The meeting was coordinated, facilitated, and graciously hosted by the BOR’s project manager for this enormous and time sensitive project. BOR was also represented by the onsite construction manager, con- tract manager, public affairs and engi- neering. All of the BOR and TCCA employees were extremely friendly, knowledgeable and happy to share the project information with myself and the other chamber representa- tives. The construction is being performed by two prime con- tractors that are each responsible for differ- ent stages of the pro- ject. West Bay Builders will construct the canals, siphon and access bridge while Balfour-Beatty will construct the fish screen, fore bay and pumping station, and install the pumps and motors supplied by BOR. The contractor’s representatives were very kind and took valuable time away from their already impacted schedules to share in the conversation. Each of the contractors will have construction management staff and offices that will be temporary living in our community over the next couple of years. The chamber was happy to provide infor- mational packets to ensure that these temporary residents maximize their enjoyment and exploratin of our com- munity. Over the course of the project, the contractors will be working close- ly with local unions and Job Training IRS relief offered for small charities Recently, the IRS issued guidance providing relief to small charities who had missed the deadline to file Form 990-N or Form 990-EZ for the past three years. Under this voluntary com- pliance program, small charities follow- ing the procedures announced by the IRS may be able to maintain their char- itable status if they file the form prior to Oct. 15, complete a checklist and pay a small fee. The IRS also posted a list on its web- site of organizations at risk of automatic loss of their tax exempt status due to fail- ure to file any of the Form 990 series as required. For more information, visit http://www.irs.gov/charities/article/0,,id =225702,00.html. Centers to hire up to 80 for various labor and equipment operations. After the meeting, the group was given an informational tour of the existing diversion dam, temporary pumping plant, canal and a view of the new FPIP site from the top of the exist- ing diversion dam. I’ve lived in Red Bluff for the majori- ty of my life and I’ve never seen our town from this perch. It was amazing to see Lake Red Bluff from that point and I appreciate the opportunity to wit- ness a view that will soon be dramati- cally different. Despite your feelings or opinions towards the FPIP or the loss of Lake Red Bluff it is my hope that our community will remain opti- mistic and be as gracious and inviting to the BOR, TCCA, West Bay Builders, Balfour-Beatty and their respective employees as they were to the chamber of commerce. Greet them well and welcome them to our town.
