WORLD BRIEFING Plane crash kills former Sen. Ted Stevens JUNEAU, Alaska (AP) — A float plane carrying former Sen. Ted Stevens and ex-NASA chief Sean O’Keefe crashed into a remote mountainside in Alaska, killing the longtime senator and four others, author- ities said Tuesday. O’Keefe and his teenage son survived the crash with broken bones and other injuries, said former NASA spokesman Glenn Mahone. The O’Keefes spent Monday night on the mountain with several volun- teers who discovered the wreckage and tended to the injured until rescuers arrived Tuesday morning. Stevens and O’Keefe are longtime fishing buddies who had been planning a trip near where the amphibious plane crashed. The crash was a stunning event in a state where Stevens became the most beloved polit- ical figure in Alaska history during his 40 years in the Sen- ate, earning a reputation as a tireless advocate for projects that brought billions of federal dollars to the state. He was 86. ‘‘Last night, Alaska lost a hero and I lost a dear friend,’’ Alaska Sen. Lisa Murkowski said in a statement. ‘‘His entire life was dedicated to public ser- vice from his days as a pilot in World War II to his four decades of service in the United States Senate. He truly was the greatest of the Greatest Genera- tion.’’ House OKs emergency bill to help save teachers’ jobs WASHINGTON (AP) — Summoned back from summer break, the House on Tuesday pushed through an emergency $26 billion jobs bill that Democrats said would save 300,000 teachers, police and others from election-year lay offs. President Barack Obama immediately signed it into law. Lawmakers streamed back to Washington for a one-day session as Democrats declared a need to act before children return to classrooms minus teachers laid off because of budgetary crises in states that have been hard-hit by the reces- sion. Republicans saw it different- ly, calling the bill a giveaway to teachers’ unions and an exam- ple of wasteful Washington spending that voters will punish the Democrats for in this fall’s elections. The legislation was approved mainly along party lines by a vote of 247-161. The aid for the states is to be paid for mostly by closing a tax loophole used by multinational corporations and by reducing food stamp benefits for the poor. Obama, joined by teachers at a Rose Garden ceremony earli- er in the day, said, ‘‘We can’t stand by and do nothing while pink slips are given to the men and women who educate our children or keep our communi- ties safe.’’ Challenging the establishment WASHINGTON (AP) — In a season of peril for establish- ment politicians, Democratic Sen. Michael Bennet battled primary challenger Andrew Romanoff in Colorado on Tues- day, and voters in Connecticut, Minnesota and Georgia picked their parties’ candidates for fall campaigns for Congress and governor. Bennet was the latest in a string of incumbents to face serious challenges from within their own parties. So far this year, two senators and four House members have fallen. Subplots on Tuesday also included presidential hopefuls bestowing endorsements in hopes of helping themselves in the 2012 race for the White House. Nowhere was that more evi- dent than in Georgia, where former vice presidential candi- date Sarah Palin endorsed for- mer Secretary of State Karen Handel in her bid to become the state’s first female governor. Handel was in a runoff for the Republican nomination with former Rep. Nathan Deal, who was endorsed by Georgian Newt Gingrich, once the speak- er of the House and now a pos- sible presidential contender. Deal is a former Democrat whose party switch 15 years ago reinforced the Gingrich-led GOP majority after the 1994 congressional elections. Deal also had the support of Mike Huckabee, who won the Geor- gia presidential primary in 2008. China landslide death toll rises ZHOUQU, China (AP) — The death toll from landslides in northwestern China more than doubled to 702 Tuesday, as rescue crews in three Asian countries struggled to reach survivors from flooding that has imperiled millions. Rescuers digging by hand through mud found a 52-year- old man who had been trapped for more than 50 hours inside a leveled apartment building in the remote town of Zhouqu, where more than 1,000 other people were still listed as miss- ing. Rescuers with sniffer dogs discovered the man, Liu Ma Shindan, who was weak but breathing normally. Pakistan’s President Asif Ali Zardari returned home to a storm of criticism after visiting Europe as his country was gripped by the worst floods in its history. His arrival Tuesday came as thousands of people fled a major city in central Pak- istan as rivers threatened to submerge the area. And rescuers in the desert mountainsides in Indian-con- trolled Kashmir recovered more bodies, with the death toll rising to 165 from flash floods. Thousands of army and para- military soldiers continued clearing roads and removing the debris of hundreds of homes flattened in the Ladakh region. About 200 remained miss- ing around Ladakh, said Lt. Col. J. S. Brar, an army spokesman. With the road links being restored, nearly 300 peo- ple who fled to higher ground have returned to their homes, he said. Rangel says he’s not quitting WASHINGTON (AP) — A combative Rep. Charles Rangel told the House on Tuesday he’s not resigning despite 13 charges of wrongdoing and demanded the ethics committee not leave him ‘‘swinging in the wind.’’ Rangel, who is 80, spoke without notes in an extraordi- nary, often emotional 37- minute speech that defied his lawyers’ advice to keep quiet about his case. The New York Democrat and 40-year House veteran had a sharp message in dismissing fellow Democrats who, worried about election losses, want him to quit: ‘‘If I can’t get my digni- ty back here, then fire your best shot in getting rid of me through expulsion.’’ Expulsion is the harshest penalty that can result from an ethics case. It would be highly unlikely in Rangel’s case because the former chairman of the tax-writing Ways and Means Committee is not accused of corruption. The four-member ethics panel that investigated Rangel suggested a reprimand, a statement of wrongdoing voted by the House, but that is only a recom- mendation to the ethics com- mittee. Several hours after Rangel spoke from the front of a half- full House chamber, Speaker Nancy Pelosi made clear in a written statement that she was- n’t pleased with the congress- man’s choice of venue. Rand Paul denies that he kidnapped WASHINGTON (AP) — Republican Senate candidate Rand Paul of Kentucky on Tues- day denied suggestions he ever kidnapped anyone or forced them to use drugs, and said he hasn’t ruled out a lawsuit against a mag- azine that ran an article describing events from his college days. The article in GQ quotes an unnamed woman as saying Paul and a friend once blindfolded her, tied her up, drove her to their house and tried to force her to smoke marijuana. The woman said she and Paul were teammates on the Baylor University swim team at the time, about a quarter- century ago. In an interview with Fox News, Paul did not directly answer when asked about another detail in the article attributed to the woman — that he and his friend drove her to a creek, where they told her their god was ‘‘Aqua Buddha’’ and she should bow down to him.
