Wednesday, April 17, 2013 – Daily News 5B WORLD BRIEFING Boston bombs may have been built out of pressure cookers BOSTON (AP) — The bombs that ripped through the Boston Marathon crowd appear to have been fashioned out of ordinary kitchen pressure cookers, packed with nails and other fiendishly lethal shrapnel, and hidden in duffel bags left on the ground, investigators and others close to the case said Tuesday. President Barack Obama branded the attack an act of terrorism, whether carried out by a solo bomber or group, and the FBI vowed to ''go to the ends of the Earth'' to find out who did it. Scores of victims remained in Boston hospitals, many with grievous injuries, a day after the twin explosions near the marathon's finish line killed three people, wounded more than 170 and reawakened fears of terrorism. A 9-year-old girl and 10-year-old boy were among 17 victims listed in critical condition. Officials found that the bombs consisted of explosives put in common 1.6-gallon pressure cookers, one containing shards of metal and ball bearings, the other packed with nails, and both stuffed into duffel bags, said a source close to the investigation who spoke on condition of anonymity because the investigation was still going on. At a news conference, FBI agent Richard DesLauriers, FBI agent in charge in Boston, confirmed that investigators had found pieces of black nylon from a bag or backpack and fragments of BBs and nails, possibly contained in a pressure cooker. He said the items were sent to the FBI for analysis at Quantico, Va. Neighbors recall Boston bombing victim BOSTON (AP) — Neighbors and friends remembered 8-year-old Boston Marathon bombing victim Martin Richard as a vivacious boy who loved to run, climb and play sports like soccer, basketball and baseball. Family friend Jack Cunningham spoke Tuesday of how, as a pint-sized preschooler, Martin had insisted on getting out of a stroller his mom was pushing during a 5K race in South Boston. Once she let him out to run with the rest of the family, Martin had other plans for the rainy race course. ''He was just having a ball, splashing in every puddle,'' Cunningham said. The boy's father, Bill Richard, released a statement thanking family, friends and strangers for their support following his son's death Monday. Richard's wife, Denise, and the couple's 6year-old daughter, Jane, also suffered significant injuries in the blasts. Security around the world reassessed LONDON (AP) — With two high-profile events in the days ahead — Margaret Thatcher's funeral and the London Marathon — British officials are looking anew at security precautions following the bombings in Boston. Terror threat levels in Europe and elsewhere, however, have remained unchanged, in contrast to other recent bombings and thwarted attacks that raised alarms and travel warnings. Such warnings have been issued in the past when threats are considered imminent and with potential international links. Threat levels also remained unchanged at U.S. defense installations at home and abroad after Monday's deadly bombings at the Boston Marathon, according to a Pentagon spokesman who requested anonymity because he was not authorized to speak to the press about security. Britain made last-minute efforts to tighten measures for Wednesday's funeral for Thatcher, the former prime minister, at St. Paul's Cathedral, which is to be attended by hundreds of diplomats and dignitaries, including Queen Elizabeth II. American Airlines fixes computer system DALLAS (AP) — American Airlines says it has fixed an outage in its main reservations system that is disrupting travel for thousands of passengers whose flights have been delayed or canceled. American Airlines spokeswoman Stacey Frantz said Tuesday that the system was fixed by 4:30 p.m. EDT. But the airline expects to see flight delays and cancellations throughout the rest of the day. Tracking service FlightAware says that as of mid-afternoon, American has canceled more than 700 flights and another 765 flights are delayed. Passengers are describing long airport lines and frustration at a lack of information from airline employees. Tips for coping if you're stranded at the airport NEW YORK (AP) — American Airlines grounded all flights across the U.S. for most of Tuesday afternoon because of a computer outage. Flights resumed at 4:30 p.m. EDT. But the airline expects delays to linger throughout the evening. More than 720 flights were canceled, including 400 in Dallas and 200 in Chicago. More than 750 additional flights were delayed, according to flight tracking site FlightAware. If you are stranded, here's what to do: — To avoid a potentially long wait at the airport, think about canceling. American is offering free reservation changes and refunds for stranded passengers. If customers must travel and are not yet at the airport, they can rebook through American Airlines reservations or through another carrier and American will honor the fare difference, the airline announced. Flights are fuller than ever before, so it is unlikely there are many available seats on other carriers. If a customer chooses not to travel Tuesday, they can change a reservation without being charged a fee or receive a full refund. — To circumvent busy phone lines, Brian Kelly, founder of ThePointsGuy.com, suggests trying the airline's international customer service phone numbers or reaching out via Twitter — American's hashtag is (at)AmericanAir. — Consider buying a one-day pass to the airline lounge. You can get away from the crowd and there are usually free drinks and small snacks. But the real benefit to the lounges is that the airline staffs them with some of its best and friendliest ticket agents. The lines inside will be much shorter and these agents are often able to find empty seats where nobody else can. One-day passes typically cost $50 per person. Up to three children under the age of 18 years of age may be admitted at no additional charge with an adult. Women's death after PA abortion PHILADELPHIA (AP) — Karnamaya Mongar survived 20 years in a refugee camp after fleeing war-torn Bhutan, but died months after arriving in the U.S. in 2009 and seeking an abortion. Mongar, 41, is the subject of one of eight murder counts in the ongoing Philadelphia trial of Dr. Kermit Gosnell. Gosnell, an abortion provider, is also charged with killing seven babies allegedly born alive. Through a translator, Mongar's daughter testified Tuesday about the labor-inducing drugs and painkillers her mother was given as she waited hours for Gosnell to arrive one night for the second-trimester procedure. Yashoda Gurung, now 24, had stayed with her mother in a waiting area, and tried to say goodbye before her mother was moved to the procedure room. ''My mom was sleeping. That's what I thought. I tried to wake her up and the lady said, 'Leave her alone,' Gurung told jurors Tuesday, speaking through a translator. Prosecutors believe Gosnell's untrained, unlicensed staff gave the 4foot, 11-inch Mongar a lethal combination of oral and intravenous drugs, and failed to properly monitor her vital signs. Maduro charges that the U.S. Embassy has been ''financing and leading all the violent acts.'' He says the embassy is backing what he calls ''neo-Nazi groups" that he claims are behind the violence. The United States said earlier Tuesday that it will not consider the election results valid unless the vote-by-vote recount demanded by opposition candidate Henrique Capriles is done. Maduro is blaming Capriles for seven deaths that the government says occurred in post-election unrest. The government has provided names of some people it says have been killed by opposition activists but has provided no evidence. Senate supporters struggle to salvage background checks WASHINGTON (AP) — Senate gun control supporters struggled Tuesday to salvage their drive to expand background checks to more buyers, buoyed by a visit from wounded former Rep. Gabrielle Giffords but facing enough potential opponents to derail their endeavor unless they can figure out how to win more votes. No. 2 Democratic leader Richard Durbin of Illinois, his party's chief vote counter, left a lunch of Democratic senators saying they would need support from nine or 10 Republicans — a tall order. Subjecting more firearms transactions to the background checks now is the main thrust of the gun control effort launched after December's killings of school children and adults in Newtown, Conn. Attending Tuesday's Senate lunch was Giffords, the Arizona Democrat severely hurt in a 2011 mass shooting in Tucson, and her husband, retired astronaut Mark Kelly. The two, gun owners both, have started a political committee that backs candidates who favor gun restrictions. Senate immigration bill draws criticism WASHINGTON (AP) — To some conservatives, it's amnesty. To some immigration advocates, it's unnecessarily punitive. The Senate's new bipartisan immigration bill drew criticism from the right and from the left Tuesday — convincing members of the bipartisan ''Gang of Eight'' that wrote it that they're on the right track. "This has something for everybody to hate,'' said Sen. Jeff Flake, R-Ariz. Said Sen. Chuck Schumer, D-N.Y.: ''No one gets everything they want.'' Former broadcaster Pat Summerall dead at 82 DALLAS (AP) — Pat Summerall, the deep-voiced NFL player-turned-broadcaster who spent half of his four decades calling sports famously paired with John Madden, died Tuesday. He was 82. Susie Wiles, Summerall's daughter, said her father died in Dallas. ''He was an extraordinary man and a wonderful father,'' Wiles said. ''I know he will be greatly missed.'' Summerall was part of network television broadcasts for 16 Super Bowls. His last championship game was for Fox on Feb. 3, 2002, also his last game with longtime partner Madden. The popular duo worked together for 21 years, moving to Fox in 1994 after years as the lead team for CBS. At the end of their final broadcast together, Madden described Summerall as ''a treasure'' and the ''spirit of the National Football League'' in a tribute to the partner that complemented the former coach so well.
