6B Daily News ��� Wednesday, February 13, 2013 Dow closes at highest level of year NEW YORK (AP) ��� The Dow rose to its highest close of the year Tuesday, ending 146 points from a record. Stocks gained after impressive results from two big consumer brands. The Dow Jones industrial average closed up 47.46 to 14,018.70, putting it within 1 percent of the record close of 14,164.53 set in October 2007. The Standard & Poor���s 500 gained 2.42 points to 1,519.43, also close to its record. In a quiet day of trade, stocks were driven higher by beauty products maker Avon and luxury clothing and accessories company Michael Kors, whose results impressed investors. Consumer spending accounts for 70 percent of economic activity in the U.S. Financial and home building stocks also lifted stocks, led by Bank of America and Masco Corp, which notched some of the day���s biggest gains. The Dow has surged at the start of the year, logging its best January in almost two decades, after lawmakers reached a lastminute deal to avoid the ������fiscal cliff������ of sweeping tax increases and spending cuts. Investors are also becoming more optimistic that the housing market is recovering and that hiring is picking up. The 30-member Dow has now closed above 14,000 twice this month. Before February, the index had closed above that level just nine times in its history. The first time was in July 2007; the rest were in October of that year. Avon���s stock price jumped $3.51, or 20 percent, to $20.79 after the company posted a fourth-quarter loss that wasn���t Wall Street as bad as analysts expected. The company also hopes to save $400 million by slashing costs. Michael Kors rose $5, or 9 percent, to $62 after reporting earnings that beat analysts��� predictions. About 70 percent of companies in the S&P 500 have reported earnings for the fourth quarter. Analysts are projecting that earnings will rise 6.4 percent for the period, an improvement from the 2.4 percent growth reported in the third quarter, according to S&P Capital IQ. The Dow has now advanced 7 percent this year, and the S&P 500 is up 6.6 percent. In other trading Tuesday, the Nasdaq composite was down 5.51 points at 3,186.49. Investors may have become too optimistic about the outlook for stocks, said Uri Landesman, president of hedge fund Platinum Partners. ������The market is priced for perfection,������ said Landesman. ������The odds of a disappointment are very, very high.������ Landesman predicts that the S&P 500 will climb past its record and rise as high as 1,600 by April before then slumping as low as 1,300 as company earnings start to disappoint investors. The record close for the S&P 500 is 1,565, reached in October 2007. Investors appear to be supporting the market by stepping in to buy stocks when prices dip, said JJ Kinahan, chief derivatives strategist at TDAmeritrade. The S&P 500 has gained for six straight weeks since the start of the year. Confidence in the outlook for global growth has strengthened among asset managers in recent months, according to a Bank of America Merrill Lynch survey. The poll found that 59 percent of investors believe that the global economy will strengthen in the year ahead, in line with the reading in January. The outlook for growth had improved in the four previous months. Investors will be watching closely Tuesday night when President Barack Obama delivers his annual State of the Union speech. Obama is expected to focus on the economy, including job creation. A decline in bond prices since the beginning of the year has also slowed. The yield on the 10-year Treasury note, which moves inversely to its price, rose 2 basis points to 1.98 percent. The yield was 1.71 percent at the beginning of the year. Among other stocks making big moves: ��� Coca-Cola, the world���s largest beverage company, fell $1.05, or 2.7 percent, to $37.56 after reporting fourth-quarter revenue that fell short of analysts��� forecasts. ��� Masco jumped $2.22, or 13 percent, to $20.01 after the home improvement and building products company reported earnings that beat analysts��� expectations thanks to strong demand in North America. ��� Dun & Bradstreet, a provider of credit and business data, fell $6.60, or 7.7 percent, to $78.68 after the company reported that a fourth-quarter profit that came in below market expectations. Senate panel approves Hagel WASHINGTON (AP) ��� A bitterly divided Senate panel on Tuesday approved President Barack Obama���s nomination of Chuck Hagel to be the nation���s defense secretary in a rancorous session at which Republican questioned the former GOP senator���s truthfulness and challenged his patriotism. On a party-line vote of 14-11, the Armed Services Committee voted to send the nomination to the full Senate, where Republicans have threatened to delay a vote on the president���s choice to succeed Defense Secretary Leon Panetta. Democrats have the votes to confirm Hagel, a twice-wounded Vietnam combat veteran and former two-term Nebraska senator, and Senate Majority Leader Harry Reid, D-Nev., said he would press ahead with a vote on the most divisive nominee of Obama���s second-term national security team. Committee Chairman Carl Levin, D-Mich., said after the hearing that he was hopeful the Senate could confirm Hagel by week���s end. Hagel has faced fierce opposition from Republicans who have challenged his past statements and votes on Israel, Iran, Iraq and nuclear weapons, but the two-hour-plus session took an uncomfortable turn for some members of the traditionally bipartisan panel. Freshman Sen. Ted Cruz, R-Texas, insisted that Hagel provide information on compensation for paid speeches over a five-year period ��� three years more than required ��� and suggested that without the information, the committee wouldn���t know whether Hagel got money from ������extreme and radical groups.������ Cruz also suggested that Hagel���s unwillingness to cooperate indicated that he was being less than forthcoming with the panel about possible payments from foreign sources. Hagel already had told the committee that during the past 10 years neither he nor his wife had received any compensation from, or been involved in any business transactions with, a foreign government or an entity controlled by a foreign government. Cruz���s statement angered the committee���s chairman, Sen. Carl Levin, D-Mich., who rejected the notion of a different standard for Hagel than for other nominees and said he was ������not going to accept your suggestion and innuendo.������ Another Democrat, Sen. Bill Nelson of Florida, accused Cruz over going over the line. ������You basically have impugned the patriotism of the nominee������ with suggestions that he is cozy with Iran, Nelson said. ������You also stated your opinion that you don���t think he���s truthful. Those are two fairly strong statements.������ Sen. Jim Inhofe of Oklahoma said reports about Iranian leaders praising Hagel���s nomination back up Cruz���s claim. ������I���d say he���s endorsed by them. You can���t get any cozier than that,������ the panel���s top Republican said. It fell to Republican Sen. John McCain to offer the strongest defense of his onetime friend, political ally and fellow Vietnam veteran. ������Sen. Hagel is an honorable man. No one on this committee should impugn his character and integrity,������ said the Arizona lawmaker, who later voted against the nomination. If confirmed by the Senate, Hagel, 66, would take charge of a military in turmoil, with looming budget cuts, the drawdown of U.S. combat forces in Afghanistan and threats from North Korea, which defied the international community Tuesday in conducting its third nuclear test. Citing those threats, Levin said the committee could not allow further delays to Hagel���s nomination. ������We need a secretary of defense,������ Levin said. Democrats highlighted Hagel���s military background and the unique perspective he would bring to the Pentagon while arguing for giving a second-term president his Cabinet choices. Sen. Tim Kaine, D-Va., said he wants a secretary of defense worrying about the men and women of the military, and he was certain that would be Hagel���s overriding concern. Republicans contended that Hagel was out of the mainstream on numerous critical issues, from threats in the Middle East to Iran���s nuclear ambitions. His halting testimony at his confirmation hearing last month also troubled senators. ������The next secretary of defense will deal with a world on fire, and the testimony of Sen. Hagel was not reassuring,������ said Sen. Lindsey Graham, R-S.C. McCain said Hagel���s performance was the worst of any nominee to testify before the committee. Hagel���s allies acknowledged his struggles, with Sen. Jeanne Shaheen, D-N.H., saying she wished he were feistier and Sen. Angus King, IMaine, saying Hagel should have been more forceful. But they argued that should not disqualify the nominee. Budget cuts loom WASHINGTON (AP) ��� Just about everyone in official Washington is in agreement that big across-the-board spending cuts at the Pentagon and throughout domestic federal programs on March 1 are a bad idea. So far, however, the warring factions in the nation���s capital seem more interested in fingerpointing than problem-solving. Top House Republicans have embarked on a PR campaign reminding the public that the idea for the across-the-board cuts originated in Obama���s White House. Senate Democrats are preparing a bill to substitute about $120 billion in alternative deficit cuts over 10 years and prevent the automatic cuts ��� in Washington parlance, a sequester ��� through the end of calendar 2013.
