The Spring Lake Branch, Cumberland Count y Public Librar y and Informat ion Center has a Noon Year 's Eve Par t y planned for 11 a.m. on Dec. 31. It 's geared to children eight and under and their responsible adult s. The par t y includes songs, dancing , games and craf t s. Guest s are inv ited to dress up for the occasion and wear spark ly hat s and t iaras. There w ill be a countdow n followed by a ball drop at noon. Regist rat ion is recommended.
