The Associated Press WASHINGTON More fami- lieswithhigherincomescould claim the popular child tax credit under a bill that won approvalFridayintheHouse. But in a dispute that divides Republicans and Democrats, millionsofthepoorestlow-in- come families would still lose the credit in 2018, when en- hancements championed by President Barack Obama are set to expire. The bill would gradu- ally boost the amount of the $1,000-per-child tax credit by tying it to inflation, so it would go up as consumer prices rise. It also aims to make a dent in illegal immi- grationbyprohibitingpeople withoutSocialSecuritynum- bers from claiming a portion of the credit reserved for low- income families. With nearly all Repub- licans voting in favor and most Democrats opposed, the bill cleared the House by a vote of 237-173. The White House threatened to veto the bill, though the Democratic-controlled Sen- ate is unlikely to pass it. About 37 million tax- payers claimed the credit in 2012, reducing their tax bills by nearly $57 billion. House Republicans say the bill would strengthen the tax credit by increasing it as inflation rises, and by mak- ing it available to even more middle-income families. "It is time we make some sim- ple improvements to the child tax credit, so it keeps up with the cost of raising children," said Rep. Dave Camp R-Mich., chairman of the tax-writing House Ways and Means Committee. The White House said the bill favors high-income taxpayers over the poor, while adding $90 billion to the budget deficit over the next decade. WASHINGTON House votes to boost child tax credit By Karin Laub The Associated Press JERUSALEM U.S. Secre- tary of State John Kerry said Friday that he had not yet reached a deal be- tween Israel and Hamas to call a seven-day hu- manitarian truce in the Gaza war but is continu- ing work. Kerry's comments at a Friday evening press con- ference in Cairo closing days of shuttling between the Egyptian capital, Je- rusalem and the West Bank trying to work out a week-long pause in fight- ing that has killed more than 820 Palestinians and 38 people in Israel. Speaking alongside the U.N. secretary-general and the Egyptian foreign minister, Kerry insisted that there was a general agreement on the "con- cept" of a truce but that both sides had concerns over details of carrying it out. "Gaps have been sig- nificantly narrowed," he said. "It can be achieved, if we work through some of the issues that are im- portant for the parties." Gaza fighting continued alongside the truce efforts. Israeli airstrikes hit more than 80 sites in Gaza, while militants in the tiny Mediterranean strip fired 50 rockets at Israel, the armysaid. Amongthesites hit in Gaza were 30 homes, including that of a leader of the Islamic Jihad group who was killed along with his sons, Palestinian offi- cials said. And unrest sparked by the conflict intensified in the West Bank, where five Palestinians were killed during protests against the Israeli operation in Gaza. GAZA Kerry says no deal yet for 7-day truce By Elaine Ganley The Associated Press PARIS Aviation experts, criminal investigators and soldiers began con- verging Friday on an iso- lated patch of restive Mali to search for clues that might explain why an Air Algerie jetliner fell from the sky in a storm and ap- parently disintegrated on impact. French authorities said the catastrophe was prob- ably the result of extreme bad weather, but they re- fused to exclude other possibilities, like terror- ism, without a full inves- tigation. All 118 people aboard the plane were killed. The loss of flight 5017 wiped out whole families. Nearly half of the dead were French. The passen- ger list also included other Europeans, Canadians and Africans. The six crew members were Spanish. One man pleaded with French officials not to hold back any information about the crash that killed his brother and other fam- ily members. "Tell us. Especially give us an explanation," Ama- dou Ouedraogo asked on BFM-TV. French authorities planned to meet Saturday with victims' families. The MD-83 was flying from Ouagadougou, capi- tal of Burkina Faso, to Al- giers, Algeria, when it dis- appeared early Thursday just 50 minutes after take- off — the third crash of a passenger plane in the last week. More than 200 French, Malian and Dutch troops from the United Nations force in Mali secured the site ahead of the arrival this weekend of aviation and criminal investigators. France has opened a manslaughter investigation because of the 54 French victims. One of plane's two black boxes was found Friday and sent to Gao, the north- ern Mali city where a con- tingent of French troops is based. French Foreign Minis- ter Laurent Fabius said victims' remains would be sent to Gao for identifica- tion before being returned home. Difficult access to the area and instability could hinder the investigation. Gao is in the heart of a still-restive desert and mountain area in north- ern Mali that fell under the control of Tuareg separat- ists, then al-Qaida linked Islamist extremists after a 2012 military coup. French forces intervened in the west African country in January 2013 to rout Is- lamist extremists control- ling the region. A French soldier was killed earlier this month in the Gao re- gion. The debris field to the south is in a concen- trated area in the Gossi re- gion near the border with Burkina Faso. The area is "in a zone of savannah and sand with very diffi- cult access, especially in this rainy season," Fabius said at a presentation with the defense and transport ministers. Traveling by road from the debris field to Gossi would take six hours, he said, stressing that the field investigation could take time. Col. Patrick Tourron of the French Gendarmer- ie's victim-identification unit told BFM-TV that fin- gerprints, DNA and teeth would provide the primary clues to each victim's iden- tity. Surviving family mem- bers were to be asked for victims' toothbrushes and the names of their dentists, he said. Video of the wreckage site taken by a soldier from Burkina Faso, the nation first on the scene, showed unrecognizable debris scattered over a desolate area dotted with scrubby vegetation. There were bits of twisted metal but no identifiable parts such as the fuselage or tail, or victims' bodies. An aer- ial view shown later on French television revealed similar devastation. Investigators from Mali, Burkina Faso, Algeria and Spain were joining the in- quiry, the French foreign minister said.
