JULY 7, 2010 .DM. In Memoriam Wayne Hess On Friday, June 11, 2010, at the age of 83, Quartzsite lost a dear friend to cancer. Wayne Hess leaves behind two sisters, Donna and Doris, three sons, Roger, Danny and David, seven grand- daughters and several great grand- kids. Wayne was born August 16, 1926, in Lincoln, Nebraska, to Charles and Evelyn Hess. He was raised in Troy, Kansas, joined the Army during World War II and served in the Philippines, and then in Japan at the end of the war. He left the service and settled down in Los Angeles, Calif., and married Sharon Murphy in 1948. Wayne left the rat race in 1963 and moved out in the desert near Barstow, Calif. to raise his family. In 1969 Wayne moved to Missouri and ran a fishing resort on the Lake of the Ozarks. During his years in Missouri, Wayne was well known in the local community by serving on several posts, such as president of the local Chamber of Com- merce, president of the Lion’s Club and a fireman when needed. He also was in- volved in the VFW, local functions such as the 4th of July and city fairs. In 1969, while moving to Missouri, Wayne discovered Quartzsite and fell in love with the small town. Over the next several years, he visited many times. Beginning in the 1980’s Sharon and Wayne traveled to Quartzsite during the winters to get out of the cold in Missouri. By the late 1980’s, Quartzsite became home. Sharon passed away in 1995 and Wayne stayed on in Quartzsite. Over the years, Wayne has made several friends here in town. His son, Danny, from San Diego, Calif., visited Wayne many years and moved to Quartzsite last winter to be close to him when his health turned for the worse. With his cancer taking its toll, Danny took his father home to Missouri to be with Wayne’s sisters and sons. Wayne passed away peacefully with no pain, with his son at his side. Wayne’s cremated remains will be brought to Quartzsite by Danny sometime in the win- ter and laid to rest. A memorial will be scheduled sometime in the winter so all Wayne’s friends from around the United States, Canada, and Mexico can be present. For further information, contact his son, Danny at 816-824-4198. This is the first of what I hope will be many articles by members of your Council. Our former Mayor, Wes Huntley, did a pretty good job with this bi-monthly column and I hope we do as well. The Tentative Budget is in and it looks like we’re on the right track. All departments were under the 2009 - 2010 budget limits except for funds allocated for legal expenses – it looks like we may have to double it for the coming year. Somehow, we even managed to show a significant improvement. Next year should be much better profit-wise even considering the Recession and lack of federal and state monies. We should give a big thanks to our Town Manager, Alex Taft and the em- ployees, Julie and Peggy in our Finance Department and the Finance Director, Heidi Turner. The Paw Power Animal Shelter is up and running but Patty and Roger could sure use some volunteers. The shel- ter is located off Dome Rock near the Palo Verde Valley Recycling Plant. The phone number for the animal shelter is 928-916-0657. We’re about $2,000.00 short of hav- ing enough to complete the concession stand/Snack Shack. But as soon as we get the trenches dug for the plumbing and the pipes and fittings installed – courtesy of Dennis Dole and VFW Post 769; we are going to start construction! It remains the most used reference for local, state, and of course federal gov- ernment in use today. Virtually all of Arizona’s 91 towns and cities use these rules and Quartzsite is no exception.
