Local artists will sell original, non-mass produced products in the Pate Room. Artisan Alley Shop local vendors @ your library T he Board of the Mid-Carolina Council of Governments (COG) unanimously appointed Justin B. Hembree on Nov. 6 to serve as the agency's executive director. He will officially begin duties on Dec. 9. Hembree has been executive director of the Land of Sky Regional Council in Asheville since 2012. He replaces the late James E. Caldwell, who served as the Mid- Carolina COG executive director from 1997 until 2018. A native of Mitchell County, N.C., Hembree has served in positions of management in county and municipal governments for more than 20 years. His professional experience includes serving as manager or administrator of the towns of Catawba, Tryon and Taylorsville, N.C.; county manager of Mitchell County and assistant county manager of Henderson County. Hembree earned a Bachelor of Science degree in Community and Regional Planning and a Master of Public Administration degree, both from Appalachian State University. He served in the U.S. Army from 1992 to 1995. "We are excited about our new executive director and look forward to working with him to put into action our strategic plan to revitalize, expand and improve the range of services provided to our members and citizens," said Jeannette Council, Chair of the Cumberland County Board of Commissioners, who also serves as chair of the Mid-Carolina COG Board of Directors. e Mid-Carolina COG is the state-designated lead regional organization for Cumberland, Harnett and Sampson counties. Mid-Carolina is one of 16 regional councils in the state formed to provide various programs and services to their local governments and citizens including technical assistance for land use planning, zoning, administration, water and sewer studies, annexation reviews and community development workshops.
