Friday, April 30, 2010 – Daily News – 5B WORLD BRIEFING La. gov declares emergency state NEW ORLEANS (AP) — The edge of a massive oil spill in the Gulf of Mexico was expected to reach the Mississip- pi River delta by Thursday night and a new technique to break up the oil a mile under- water could be tried, officials said. As of this morning, part of the slick was about 3 miles from the Louisiana shore, said National Oceanic Atmospheric Administration spokesman Charles Henry said. It’s too late to stop some of the spill from reaching the coast, but BP PLC said it might attempt to break up some of the oil spewing from a blown-out a mile under water. The company also has asked the Department of Defense if it can help with better underwater equipment than is available commercially, said BP PLC chief operating officer Doug Suttles. In addition, he said the com- pany has been reviewing research on using chemical to break up the oil, which has been done before, but never at these depths. The well is almost a mile underwater off the Louisiana shore. U.S. Coast Guard Rear Adm. Mary Landry called it ‘‘a novel, absolutely novel idea.’’ Obama says immigration reform unlikely WASHINGTON (AP) — Immigration reform has become the first of President Barack Obama’s major priori- ties dropped from the agenda of an election-year Congress fac- ing voter disillusionment. Sounding the death knell was Obama himself. The president noted that law- makers may lack the ‘‘appetite’’ to take on immigration while many of them are up for re- election and while another big legislative issue — climate run as an independent. Crist’s decision Thursday to drop out of the Aug. 24 primary comes amid plummeting sup- port from conservatives and polls showing he would lose to tea party favorite Marco Rubio. He says people want some- one who is more concerned about standing up for them than about standing up for special interests or party. When people ran in to investigate, they found what one witness said was a scene ‘‘too horrible to imagine’’ — blood every- where as a knife-wielding man slashed 28 children, two teach- ers and a security guard Thurs- day in the second such school attack in China in two days. Experts called it a copycat rampage triggered by similar incidents Wednesday and last month. They said the wave of school attacks falls amid poor care for the mentally unstable and growing feelings of social injustice in the fast-changing country. Thursday’s attack at the Zhongxin Kindergarten left five students hospitalized in critical condition in the eastern city of Taixing, said Zhu Guiming, an official with the municipal pro- paganda department. Two teachers and the security guard were also hurt. The official Xinhua News Agency identified the attacker as Xu Yuyuan,type:bold,italic; a 47-year-old unemployed man using an eight-inch (20-cen- timeter) knife. No motive was given. A witness to the early morn- ing attack said people outside heard screams coming from the three-story building and rushed inside. Militant leader survived attack ISLAMABAD (AP) — Pak- istan and U.S. intelligence wrongly reported the death of the head of the Pakistani Tal- iban in a CIA drone strike and the brash, ruthless commander is now believed to be alive, Pak- istani spies said Thursday in an apparent propaganda coup for the insurgents. The reports that Hakimullah Mehsud survived the January missile attack in an area close to the Afghan border will raise questions about the quality of the intelligence being gathered in the region. In Washington, Pentagon Press Secretary Geoff Morrell said he had seen ‘‘no evidence’’ that Mehsud ‘‘is operational today or is executing or exerting authority over the Pakistan Tal- iban as he once did.’’ ‘‘So I don’t know if that reflects him being alive or dead, but he clearly is not running the Pakistani Taliban anymore,’’ Morrell told reporters. The Taliban had always claimed Mehsud was alive and dismissed the earlier reports of his death as lies. Navy ends ban on women on submarines KINGS BAY NAVAL SUB- MARINE BASE, Ga. (AP) — The first U.S. women allowed to serve aboard submarines will be reporting for duty by 2012, the Navy said Thursday as the mili- tary ordered an end to one of its few remaining gender barriers. The cramped quarters and scant privacy aboard sub- marines, combined with long tours of up to 90 days at sea, kept them off-limits to female sailors for 16 years after the Navy began allowing women to serve on all its surface ships in 1994. There were some protests, par- ticularly from wives of sub sailors, after the military began formulat- ing a plan last fall. But it received no objections from Congress after Defense Secretary Robert Gates notified lawmakers in mid-Febru- ary that the Navy intended to lift the ban.
