ByJoshLederman The Associated Press LUCCA,ITALY Seekingsup- port from abroad, the U.S. struggled Monday to ex- plain a hazy Syria strategy that has yet to clarify key questions: Whether Pres- ident Bashar Assad must go, how displaced Syrians will be protected and when America might feel com- pelled to take further ac- tion. Successive attempts by top Trump administration officials to articulate a plan have only furthered the ap- pearance of a policy still evolving, even after the U.S. broke with precedent last week by attacking Assad's forces. In the absence of an- swers, other countries seem to be moving ahead on their own terms. British Foreign Secretary Boris Johnson, after a meet- ing in Italy with U.S. Secre- tary of State Rex Tillerson, floated the possibility of new sanctions on both the Syrian and Russian militar- ies, an idea the U.S. has only briefly mentioned. In an un- usual announcement for a foreign government, John- son also said the U.S. could launch more cruise mis- siles into Syria like the ones President Donald Trump ordered last week in reac- tion to Assad's use of chem- ical weapons. "Crucially, they could do so again," Johnson said. Tillerson himself raised fresh expectations for ag- gressive U.S. action — and not only in Syria — as he visited Sant'Anna di Stazzema, a Tuscan village where the Nazis massacred more than 500 civilians during World War II. As he laid a wreath, he alluded to the Syria chemical attack. "We rededicate ourselves to holding to account any and all who commit crimes against the innocents any- where in the world," Tiller- son said. Though such comments hint at a more activist U.S. foreign policy focused on preventing humanitarian atrocities, Trump has con- sistently suggested he pre- fers the opposite approach. His young administration has generally downplayed human rights concerns while promoting an "Amer- ica First" strategy de-em- phasizing the concerns of foreign nations. The uncertain view of U.S. objectives prevailed as Tillerson planned to at- tend a meeting Tuesday of the "likemindeds" — coun- tries that share a similar ap- proach to resolving Syria's protracted civil war. The session on the sidelines of the Group of 7 summit in Italy was to include Middle East countries including Turkey, Saudi Arabia, Jor- dan and the United Arab Emirates that share a U.S. interest in resolving the conflict and resisting Iran's influence in Syria. Tuesday night, Tillerson will fly to Moscow, the first officialvisitbyaTrumpCabi- netofficial toRussia,Assad's strongest ally. The U.S. has said its Syria strategy cen- tersonpersuadingPresident Vladimir Putin to stop sup- porting Assad. On Monday, theU.S.uppedthestakessig- nificantlybyaccusingRussia ofknowinginadvanceofthe chemical attack and using a Russian-operated drone to help cover it up. No component of Trump's Syria policy has engendered more confusion than Assad's future — an is- sue that similarly befuddled the Obama administration, whose once-adamant posi- tion that Assad must go softened substantially by the time President Barack Obama left office in Janu- ary. Leading up to the U.S. missile attack, Trump's administration had said Assad's future was up to the Syrian people. Then Trump, the day after the assault, said his thinking about Assad had changed. Tillerson answered a ques- tion about effecting regime change by saying the U.S. was organizing a coalition to do just that. Yet after Trump's retal- iatory strike, the position became less clear. Some of- ficials, like Tillerson, said the U.S. was confident Syr- ians would choose on their own to push Assad aside, while suggesting the U.S. wouldn't mandate it. U.N. Ambassador Nikki Haley and others said ousting Assad was indeed a U.S. goal, but only one of several. By Maggie Michael The Associated Press CAIRO Egypt imposed a three-month nationwide state of emergency Mon- day as President Abdel- Fattah el-Sissi sought to ease public anger and take a tougher stand against Islamic extremists after suicide bombings at two Coptic Christian churches killed 45 people. A day after the Palm Sun- day bloodshed, the Interior Ministry said it killed seven Islamic State militants in an exchange of gunfire during a security operation in the southern city of Assiut. The ministry alleged they were plotting attacks against Christians. It posted pho- tos of corpses lying next to weaponsandsaidISpublica- tions were found with them. A state of emergency al- ready in place in the Sinai Peninsula has failed to halt near daily attacks against police and security forces by the Islamic State group in the volatile area. Now the group is step- ping up its attacks against Christians, who make up 10 percent of the popula- tion, by moving its activi- ties from the Sinai to other parts of Egypt. Its increas- ingly sophisticated tactics are likely to fuel sectarian tensions and embarrass el- Sissi. The Islamic State claimed responsibility for the attacks and iden- tified the two attackers with names suggesting they were Egyptians. The group, which carried out a bombing at a Cairo church in December that killed 30 people, threatened more such violence, saying the blood of Christians would flow "like rivers." Coptic Christians have put their faith in el-Sissi, who championed himself as the bulwark against Is- lamists. The former army chief met with President Donald Trump a week ago at the White House, seeking closer ties and discussing the fight against extremism.
