In its annual Arctic Re- port Card , the National Oceanic and Atmospheric Administration on Tues- day tallied record after record of high tempera- tures, low sea ice, shrink- ing ice sheets and glaciers. Study lead author Jeremy Mathis, NOAA's Arctic re- search chief, said it shows long-term Arctic warming trends deepening and be- coming more obvious, with a disturbing creep into sea- sons beyond summer, when the Arctic usually rebuilds snow and ice. Scientists have long said man-made climate change would hit the Arctic fast- est. Mathis and others said the data is showing that is what's now happening. "Personally, I would have to say that this last year has been the most extreme year for the Arctic that I have ever seen," said Mark Serreze, director of the Na- tional Snow and Ice Data Center in Boulder, Colo- rado, who wasn't part of the 106-page report. "It's crazy." NOAA's peer-reviewed re- port said air temperatures over the Arctic from Octo- ber 2015 to September 2016 were "by far the highest in the observational record be- ginning in 1900." Obama signed the bill Tuesday at a ceremony on the White House campus flanked by Vice President Joe Biden and key law- makers from both parties. The 55-year-old president recounted that his own mother did not even reach his age, dying of cancer in her early 50s. "It's not always easy to remember, but being able to honor those we've lost in this way and to know that we may be able to prevent other families from feeling that same loss, that makes it a good day," Obama said. "It's a good day to see us doing our jobs." The 21st Century Cures Act invests $1.8 billion for a cancer research "moon- shot" that is strongly sup- ported by Biden.
