ByMatthewDaly The Associated Press WASHINGTON The House on Thursday passed a wide-ranging bill to autho- rize water projects across the country, including $170 million to address lead in Flint, Michigan's drinking water and $558 million to provide relief to drought- stricken California. The $10 billion bill was approved, 360-61, Thurs- day even as some Dem- ocrats complained that the drought measure was a giveaway to California farmers and businesses. House Majority Leader Kevin McCarthy, a Califor- nia Republican who bro- kered the water deal with Sen. Dianne Feinstein, D- Calif., said the agreement solves a years-long problem caused by the state's lengthy drought and mismanage- ment by the government. The measure will in- crease water delivery to farms and businesses in the San Joaquin Valley and southern California while streamlining infrastructure projects to secure future wa- ter supplies, McCarthy said. "Today ... water is com- ing" to California, McCar- thy said, adding that the bill would deliver enough water for about 450,000 house- holds in the state. Despite the overwhelm- ing vote, the bill's passage is not assured in the Senate, where Sen. Barbara Boxer, D-Calif., has vowed to de- feat the drought measure. Boxersaidthebillputsthe interests of big farms over the fishing industry and un- dermines endangered spe- cies protections for threat- ened salmon and other fish. "There is no place for that as long as I am breath- ing," said Boxer, who is re- tiring at the end of the year after 24 years in the Senate. Rep. Mike Thompson, D-Calif., said the bill would "reignite the water wars our state has struggled with for generations." He and other Democrats charged that the measure would override the Endangered Species Act to direct water away from threatened fish to boost water deliveries to corpo- rate agribusiness. But McCarthy said the ex- tended drought has devas- tated farmland in his state and forced families to cut back on water consumption. "America is not some Third World country. We are a wealthy nation, and we will not let any American go without water," he said. The water-projects bill would include language au- thorizing aid for Flint and other cities afflicted by lead in water, but money for the bill would be included in a short-term spending bill pending in the Senate. There also was no re- cord of the building, called the Ghost Ship by the art- ist colony that lived there and hosted Friday's for- pay public concert at the warehouse, ever being in- spected by Oakland fire of- ficials, the firefighter said. The firefighter spoke anon- ymously for fear of retribu- tion. Typically, fire inspectors pull addresses from the da- tabase to request routine inspections for fire haz- ards, the firefighter said. In 2014, a grand jury said 4,000 out of 11,000 com- mercial buildings in the city go without what are supposed to be yearly in- spections. Oakland offi- cials blamed short staffing and funding. Fire department spokes- woman Rebecca Kozak said Thursday she didn't know whether the ware- house's address was in the database of buildings to be checked. She also said authorities were still trying determine when — or if — fire officials inspected the warehouse before the fire. She said she was processing 40 to 50 public records request from news media and that confusion over the ware- house's address is slowing the process. The fire broke out dur- ing a dance party Fri- day night in the cluttered warehouse. The structure had been converted to art- ists' studios and illegal liv- ing spaces, and former oc- cupants said it was a death trap of piled wood, furni- ture, snaking electrical cords and only two exits.
