Death notices to the meeting to express her concerns that Cameron Hooker could be released in 2022, which is less than six years away. We invited Gregg Cohen to talk about what it would mean and the process of filing for (desig- nation of Hooker as) a sexu- ally violent predator." The process cannot be started yet as it must wait until certain state paper- work is filed at the time of a psychological evaluation that would take place about six months prior to Hook- er's parole eligibility hear- ing, scheduled for Feb. 19, 2022, Spurr said. "We definitely believe he qualifies as a sexually vi- olent predator and under- stand he intends to file," Spurr said. Hooker came up for pa- role in April 2015, due to the elderly parole program that came into law in 2015 in which those 60 and older who had served at least 25 years of a sentence were eli- gible for parole. At that time parole was denied and the parole board admonished Hooker saying there were no signs he had changed, Spurr said. Hooker was 61 in 2015 and had served about 30 years of his sentence. "We certainly, as a com- munity, don't want sexu- ally violent predators here," Spurr said. "Look at what happened to Jaycee Dugard. She was kept for 18 years by someone who was on pa- role. Our Tehama County law enforcement are on top of things, but our best bet is tonothavehimreleasedand to help keep the community aware of what is going on." Spurr commended Stan on her bravery for coming back to the city where she was kidnapped and law en- forcement for its actions, both when Hooker came up for parole in 2015 and now. "Colleen Stan wants to make sure to keep herself, her daughter and the com- munity safe," Spurr said. "As a community, we like to think a terrible thing like what happened to Colleen Stan is an anomaly. ATV in the last year has helped 147 different individuals in Tehama County who were held captive and 77 who were raped. We are not a sexual assault agency and that is a high number for a small community like Te- hama County. It's difficult for a person in captivity to get away and it's critical we realize it isn't as rare as we like to believe." Stan, who was 20 at the time she was kidnapped in 1977, attended the 2015 pa- role hearing. "He absolutely had not changed and was still blam- ing someone else for what he did," Stan said. During the hearing, questions were asked about Hooker's childhood, the crime that occurred and the time in prison. Stan made her impact statement on how it has affected not just her, but her family as well. "I was under the assump- tion in 1985 when he was sentenced he would never get out," Stan said. "His pa- role is set or Feb. 19, 2022, but that could change and he could get out before so we have to stay on top of this, be diligent and do what we can to keep the community safe." Victim FROM PAGE 1 treatment, the release said, and Velez was transported to the hospital. The sheriff's office is in- vestigating the death. An autopsy was conducted Sept. 27 and the cause of death has not been deter- mined, the release said. A pathologist is review- ing medical records and awaiting toxicology results before ruling on a cause. This process could take up to six weeks, Johnston said. This investigation is on- going.
