Her comments provided new in- sights into the highly un- usual decision by the pre- sumptive Democratic presidential candidate to operate a private email server in her basement to conduct government busi- ness as secretary of state. Abedin also said un- der oath that she was not aware whether Clinton per- sonally deleted any emails during her tenure as sec- retary. Abedin told lawyers for the conservative group Ju- dicial Watch in a deposi- tion Monday that she could not recall whether she or Clinton discussed with any State Department officials Clinton's use of her server exclusively for government business. Abedin was Clin- ton's deputy chief of staff at the State Department, now works with Clinton's pres- ident campaign and often travels with the candidate. Abedin used an email ac- count on Clinton's server occasionally for govern- ment business, although Abedin also used a govern- ment address. "I assumed it was OK to do," she testified. And who can blame them, following attacks in Paris, at the Brussels air- port and elsewhere around the world? Travel experts advise vacationers not to lose sleep over the highly-pub- licized tragedies and to look at the larger, statisti- cal picture. Be more con- cerned, they say, with more-common vacation hazards, like failing to put on an extra coat of sun- screen to avoid skin can- cer. PUBLIC DEBT Congress clears Puerto Rico rescue bill, sends to president WASHINGTON Congress delivered relief to debt- stricken Puerto Rico on Wednesday, sending Pres- ident Barack Obama a last-minute financial res- cue package to help the U.S. territory of 3.5 million Americans. The Senate passed the bill on a bipartisan 68- 30 vote, three weeks after the House overwhelmingly backed the measure. The vote came two days before the island is supposed to make a $2 billion payment to creditors. Obama is ex- pected to move quickly and sign the legislation. Puerto Rico is in a de- cade-long recession and has $70 billion in debt. Thousands have fled the territory for the U.S. main- land. Businesses on the is- land have closed, schools have struggled with limited electricity and hospitals have asked for cash pay- ment in advance for some medication. The White House and Republican and Demo- cratic leaders in Congress have warned that without help from Washington, the island could descend into economic chaos, with signs already pointing to a hu- manitarian crisis. In a rare feat of election-year unity, all four Republican and Democratic leaders in Con- gress supported the bill. ELECTION YEAR 'Move on' from Benghazi? GOP says it's unlikely WASHINGTON Hillary Clinton says it's "time to move on" after a congres- sional report on the deadly 2012 Benghazi attacks ac- cused the Obama adminis- tration of lethal mistakes, but produced no new evi- dence pointing to wrongdo- ing by the former secretary of state. Not likely, especially in an election year with Clin- ton's presidential rival — Donald Trump — lashing out. An 800-page report by a special House commit- tee makes no direct accu- sations of wrongdoing by Clinton, who was secretary of state during the Sept. 11, 2012, attacks that killed four Americans, includ- ing U.S. Ambassador Chris Stevens. Still, Republicans point to Benghazi as a ma- jor failure by the adminis- tration and by Clinton dur- ing her tenure leading the State Department.
