Manygoodthingsare happening in California where drought relief has been fall- ing from the skies. (The drought is over only over when the water supply is re- plenished.) El Nino — the Christ Child — is an- chored off-shore and the warm water current is liv- ing up to its reputation. In my region Lake Shasta rose twenty-two feet in one weekend and fifty feet since last December; pro- jections call for ninety per cent full by Memorial Day. It has been two decades since California had such a wet winter; El Nino was again on hand. Meteorolo- gists know El Nino brings abundant rain while it ac- tually inhibits the snow- fall we so desperately need to replenish the wa- ter table. But wait — snowpacks are at or near normal all over the state. El Nino has come and gone before, bringing much rain and little snow. But the winter of '96 found a lot of California Christians praying desper- ately. Our soils were satu- rated and the next storm promised floods. That next storm was due the next day when a wildly improbable cold snap hit. Disastrous rain became desperately needed snow. Explain it? This phenom- enon looked, quacked and waddled like…God. Several thousand Cal- ifornians prayed in 2015, tracking with vision the Lord released through PrayNorthState in 2014. The idea was a Day of Re- pentance for California. Grounded in my convic- tion our drought could not be explained in natu- ral terms — the high pres- sure air ridge of physi- cal causation does not lin- ger in nature as it did over California — I turned to 2 Chronicles 7. There God says when He shuts the rain off it is because of human sin; the solu- tion He provides is repen- tant prayer. I knew Cal- ifornia led the nation in shedding innocent blood — abortions and sui- cides; idolatry and sex- ual sin — we are the heart of cultic America and the pornography indus- try; and covenant break- ing — from native Amer- ican treaties to divorce. I went to the grassroots — one person and e-mail at a time. Though many ig- nored the call many more caught the vision. By sum- mer 2015 preparations had been made for fasting and prayer lasting fifty- two days — as in the Book of Nehemiah — and Ore- gon and Washington had signed on for a West Coast Trifecta of Repentance, rolling days in each state set for September. Eventu- ally Alaska and British Co- lumbia signed on to what would become known as the Western Wall of Prayer and encompassed the whole West Coast. What is the fruit? It has been spectacular. God has indeed opened the heav- ens with rain and snow. But the drought has been economic, political, cul- tural and spiritual; God has addressed every di- mension of it. In my own region this past year there have been more than fifty successful start-up businesses in a city of one hundred thou- sand; they are growing exponentially. There is a new spirit of cooperation in city and county govern- ment; I recently attended a political campaign launch to hear the candi- date lauding these start- ups. She also commended non-profits like the rescue mission — transitioning more than four hundred transients into productive life last year — and the re- storative justice coalition — launching seventy for- mer inmates into respon- sible citizenship. This too fulfills prophecy we re- leased a few years back. California's film com- munity has released a landslide of God honor- ing and well-made pro- ductions from When the Game Stands Tall, God's Not Dead and Woodlawn to the current Risen and Spotlight — to name a few. San Diego reports a major league revival fea- turing multitudes of heal- ings and decisions for Christ; predictions are it will sweep up the state. This too fulfills prophecy we released a decade ago. I in no way claim these things caused by prophecy or prayer. God alone does what God alone can do. But He does love repen- tance, worship, and dec- larations of what we see Him doing. His pleasure is responding to the hum- ble prayer of His people. He has called for a culture and season of repentance in the people called by His Name; we have only scratched the surface of the thoroughgoing repen- tance we need if we are to recognize Him in our midst. But we can declare with confidence these un- explainable phenomena are the rumor of His pass- ing. And we can continue to re-focus our attention on Him and follow up on His initiatives. Atheist George Bernard Shaw said, "Some peo- ple look at the way things are and say 'Why?' I look at the way things could be and say, "Why not?" It doesn't take faith to ask such a visionary question. But only people of faith — and the God to Whom we turn — can do anything about answering it. Missis- sippi is the only state to enact a law listing specific religious beliefs to be pro- tected in reaction to the le- galization of same-sex mar- riage, a professor testified Thursday in federal court. UCLA law professor Douglas NeJaime testi- fied on behalf of plain- tiffs who filed two lawsuits seeking to block Mississip- pi's House Bill 1523 , a reli- gious-exemptions bill, from becoming law July 1. The Mississippi law would protect three be- liefs: That marriage should only be between a man and a woman, that sex should only take place within such a marriage and that a per- son's gender is set at birth. It would allow clerks to cite those beliefs to recuse themselves from issuing marriage licenses to gay or lesbian couples. In addi- tion to marriage licenses, it could affect adoptions, business practices and school bathroom policies. NeJaime said more than 100 bills were filed in more than 20 state legislatures across the nation after the U.S. Supreme Court ruling nearly a year ago that legal- ized same-sex marriage na- tionwide. He said two bills were signed into law by gov- ernors — the one in Mis- sissippi and the "Pastor Protection Act" in Flor- ida, which says clergy, churches, religious schools and other religious organi- zations cannot be required to marry people or allow their facilities to be used for marriage celebrations that violate "a sincerely held religious belief." In response to an attor- ney's question, NeJaime said a North Carolina law dealing with transgender people and public bath- rooms does not fall into the category of religious- exemptions bills filed in re- sponse to the gay marriage ruling. NeJaime said the Missis- sippi legislation was "both narrower and broader" than bills considered in other states — narrower in that it lists specific re- ligious beliefs that would be protected, and broader in that it applies to govern- ment employees, religious groups and private busi- ness people. U.S. District Judge Carl- ton Reeves heard several hours of testimony Thurs- day and will hear more Fri- day in the challenge to the Mississippi legislation, but he hasn't said when he will rule on plaintiffs' request to block it. Regardless of whether he puts the law on hold or lets it take ef- fect, attorneys have already said the losing side is likely to appeal his decision. Attorneys trying to block the law argued it violates the Constitution by prefer- ring certain religious be- liefs and by creating un- equal treatment of gay peo- ple. State attorneys argued it provides reasonable protec- tion for sincere beliefs. T he Rev.
