Her aides twice brushed aside concerns, in one case tell- ing technical staff "the mat- ter was not to be discussed further." The inspector general's review on Wednesday also revealed that hacking at- tempts led forced then-Sec- retary of State Clinton off email at one point in 2011, though she insists the per- sonal server she used was never breached. Clinton and several of her senior staff de- clined to be interviewed for the investigation. Earlier this month, Clin- ton declared that she was happy to "talk to anybody, anytime" about the matter and would encourage her staff to do the same. Opponents of her Dem- ocratic presidential cam- paign pointed to the audit as proof that Clinton has not been truthful about her pri- vate email use as fresh ev- idence she is not trustwor- thy or qualified to be com- mander in chief. Campaigning in Califor- nia, presumptive Republi- can presidential nominee Donald Trump noted sol- emnly that Clinton had re- ceived"alittlebadnews"and then railed against her "hor- ribly bad judgment." Clinton, also campaign- inginCalifornia,didn'tmen- tion the controversy and ig- nored reporters' shouted questions. A spokesman for Clinton, who served as the nation's top diplomat from 2009 to 2013, declared the audit showed her email use was consistent with what others at the department have done. The 78-page analysis, a copy of which was obtained by The Associated Press, says Clinton ignored clear directives. She never sought approval to conduct gov- ernment business over pri- vate email, and never dem- onstrated the server or the Blackberry she used while in office "met minimum in- formation security require- ments." Twice in 2010, informa- tion management staff at the State Department raised concernsthatClinton'semail practices failed to meet fed- eral records-keeping re- quirements. The staff's di- rector responded that Clin- ton's personal email system had been reviewed and ap- proved by legal staff, "and that the matter was not to be discussed any further." The audit found no evi- dence of a legal staff review or approval. It said any such request would have been de- nied by senior information officers because of security risks. Theinspectorgeneral'sin- quiry was prompted by reve- lationsofClinton'semailuse, asubjectthathasdoggedher presidential campaign. The review encompassed the email and information practices of the past five secretaries of state, finding them "slow to recognize and to manage effectively the le- gal requirements and cy- bersecurity risks associated with electronic data com- munications, particularly as those risks pertain to its most senior leadership." Clintoncampaign spokes- man Brian Fallon under- scored that point Wednes- day. "The inspector general documents just how consis- tentheremailpracticeswere with those of other secretar- ies and senior officials at the State Department who also used personal email," Fal- lon said. The audit did note that former Secretary of State Colin Powell had also exclu- sively used a private email account, though it did not name any other prior secre- taries who had done so. But the failings of Clinton were singled out in the audit as being more serious than her predecessor. "By Secretary Clinton's tenure, the department's guidance was considerably more detailed and more so- phisticated," the report con- cluded. "Secretary Clinton's cybersecurity practices ac- cordingly must be evaluated in light of these more com- prehensive directives." RepublicanssaidWednes- day the audit showed Clin- ton was in clear violation of the Federal Records Act and endangered national security. The State Depart- ment has released more than 52,000 pages of Clin- ton'swork-relatedemails,in- cluding some that have since been classified. Clinton has withheld thousands of ad- ditional emails, saying they were personal. This year, an amount of $549,450 has been awarded to 209 students as they attend colleges, universities and trade schools during the 2016-2017 school year. Qualified recipients are eligible for the scholarship for four years and are sometimes granted a fifth year based on their school and their degree program. "We believe that by helping these outstanding young people pursue their dreams and become tomorrow's leaders, we are investing in the future. Our family is very proud of this program," said Carolyn Emmerson Dietz, Foundation President. The Sierra Pacific Foundation was founded in 1979 and to date has donated over $6 million dollars in scholarships. In addition to scholarships, the Foundation contributes to youth activities and other organizations in the communities where Sierra Pacific Industries operates. Sierra Pacific Foundation is the main contributor for the Ida Emmerson Hospice House that is being built in Eureka, California with a total contribution of $500,000 and has also made a $1 million contribution over five years to the One Safe Place shelter for victims of abuse in Redding, California.
