ALTERNATIVES TO VIOLENCE, of
the County of Tehama, State of

no later than 2:00pm, June 10,
2016, sealed bids for the award
and contract for the furnishing
of all labor, materials, transpor-
tation
and
services
required
for
the construction of Transitional
Housing consisting of two (2)
duplexes and addition/remodel
of existing office building, and
such bids shall be received at
the reception desk of the Alter-
natives to Violence Office, 1805
Walnut Street, Red Bluff, CA,
96080, and shall be opened and
publicly read aloud at the above
stated time and place. The
plans and specifications are on
file at the office of Greg Peitz,
Architect, 383 Rio Lindo Avenue,
Chico, CA and the Shasta Builde-
r's Exchange and The Valley
Contractors Exchange.
A pre-bid meeting will be held at
10:00am on May 18, 2016, at the
Project Site at 1805 Walnut
Street, Red Bluff, CA, 96080.
Each Bid shall be accompanied
by a certified or cashier's check
or bid bond made in favor of Al-
ternatives to Violence, executed
by the bidder as principal and
an admitted surety company as
surety. All bonds for this project
must be issued by an Admitted
Surety, an insurance organiza-
tion authorized by the Insurance
Commissioner to transact busi-
ness of Insurance in the State of
California during this business
year, in an amount not less than
five percent (5%) of the maxi-
mum amount of the bid. The
check or bid bond shall be given
as guarantee that the bidder
shall execute the contract if it
be awarded to him in conformity

and shall provide the surety
bond as specified therein within
five (5) days after notification of
the award of the contract to bid-
der.
This project is being funded in
part by the Community Develop-
ment Block Grant Program
(CDGB) and Emergency Housing
Assistance Program – Capacity
Development (EHAPCD). All fed-
eral CDBG and state require-
ments will apply to the contract.
Bidders on this work will be re-
quired to comply with the Presi-
dent's Executive Order No. 11246
& Order No. 11375 which prohib-
its discrimination in employ-
ment regarding race, creed, col-
or, sex, or national origin. Bid-
ders must comply with Title VI
of the Civil Rights Act of 1964,
the Davis-Bacon Act, the Anti-
Kickback Act, the Contract Work
Hours and Safety Standards Act,
and the 40 CRF 33.230.
It shall be mandatory upon the
Contractor to whom a contract
is awarded, and upon all
subcontractors under him, to
pay not less than the general
prevailing rates of per diem
wages to all workmen in the ex-
ecution of the contract. Pur-
suant to the provisions of the
California State Labor Code, and
Local Laws thereto applicable,
the said Board of Trustees has
ascertained the prevailing rate
of wages in the locality where
this work is to be performed, for
each craft and/or type of work-
man or mechanic needed to per-
form the work of this contract.
General Prevailing Wage Rates
shall be those rates pertaining
to Tehama County as published
by the Director of Industrial Re-
lations pursuant to California
Labor Code, Part 7, Chapter 1,
Article 2, Sections 1770, 1773,
and 1773.1.
Bidders are hereby informed
