The break in the weather has officials optimistic they've reached a turning point on getting a handle on the massive wildfire. The temperature dipped to 45 degrees Fahrenheit (7 degrees Celsius) on Monday following a week where the region had unseasonably warm temperatures. Alberta Premier Ra- chel Notley said the battle against the fire has stabi- lized to the point where she and the mayor can tour Fort McMurray's fire-ravaged neighborhoods. More than 40 journalists were allowed in on a bus escorted by po- lice. The forest surrounding the road into town was still smoldering and there were abandoned cars. Only the sign remains of the Super 8 Motel and Denny's restau- rant on the edge of town. The Beacon Hill neigh- borhood was a scene of ut- ter devastation with incin- erated homes completely leveled down to their foun- dation. Notley flew in Monday morning to meet with lo- cal officials and was taking a ground tour of the town before holding a news con- ference at the emergency center, her spokeswoman said. More than 80,000 people have left Fort McMurray, where the fire has burned 1,600 homes and other buildings in the heart of Canada's oil sands region. Gas has been turned off, the power grid is damaged and water is undrinkable. More than 250 power com- pany workers are trying to restore the grid and assess the gas infrastructure. "We are now turning our minds more and more to the recovery effort," Fed- eral Public Safety Minister Ralph Goodale said. "This is going to be a long term endeavor because at the moment there is no power and gas, no palatable watery supply. There's dan- gerous hazardous material all over the place. It's go- ing to take a very careful, thoughtful effort to get that community back in a livable condition," Goodale said. There is no timeline to return evacuees, but the provincial government sent in a team Monday to do pre- liminary planning. David Yurdiga, who rep- resents the area in Parlia- ment, toured Fort McMur- ray on Sunday and said he was now more optimistic. "We'll be back on our feet a lot quicker than I thought we would be," he told re- porters at the roadblock just south of the city. "All of the key infrastructure is in place. Our hospital is stand- ing. Our schools are stand- ing. Our treatment plant is functioning." "I toured probably every neighborhood in Fort Mc- Murray and 80 percent of the homes are standing," he said. "Some areas you don't even know there was a fire." It rained on Sunday, and with cooler temperatures forecast for the next three or four days, Alberta fire official Chad Morrison said firefighters should be able to put out hot spots to fur- ther protect Fort McMur- ray. The son of late dicta- tor Ferdinand Marcos, Sen. Ferdinand Marcos Jr., had a narrow lead in the vice presidential race. Rodrigo Duterte, the mayor of southern Davao city, had secured more than 14.4 million votes, according to a count of 87 percent of precincts nationwide. The closest of his four main rivals, former Interior Secretary Mar Roxas, had 8.6 mil- lion votes. Final results are expected Tuesday. "We can call it now be- cause the gap got so big relative to the maximum the No. 2 can get" of the remaining votes, said William Yu of the Par- ish Pastoral Council for Responsible Voting. The group is accredited by the Commission on Elections to conduct the unofficial "quick count." A victory by Duterte would amount to a mas- sive political shift in the Philippines. Starting as an outsider, Duterte built his popularity with radi- cal pledges to eliminate poverty and end corrup- tion and crime. He has a reputation for fighting crime as mayor of Davao for 22 years, but has been accused of ordering ex- trajudicial killings to achieve that.
